Latvijas prezidentūra Eiropas Savienības Padomē: parlamentārās dimensijas komunikācija

Abstract

Prezidentūra ES Padomē ikvienai valstij ir liela iespēja un vienlaikus arī izaicinājums. Cik veiksmīga ir bijusi katras valsts prezidentūra, lielā mēra nosaka tas, cik veiksmīga ir bijusi konkrētās valsts komunikācija. Darba “Latvijas prezidentūra Eiropas Savienības Padomē: parlamentārās dimensijas komunikācija” mērķis – izpētot citu valstu pieredzi, kā arī aptaujājot ekspertus, noskaidrot piemērotāko Latvijas prezidentūras ES padomē parlamentārās dimensijas komunikācijas organizācijas struktūru un iesaistītos cilvēkresursus. Darbā tiks aplūkoti dažādi viedokļi par prezidentūras lomu un mazu valstu administrāciju izaicinājumiem, īpašu uzmanību pievēršot parlamentārajai dimensijai, kā arī sadarbība ar citām institūcijām komunikācijas īstenošanā. Tāpat pētīta citu ES valstu prezidentūru parlamentārās dimensijas komunikācijas organizācijas modeļi, lai noslēgumā piedāvātu risinājumus Latvijas parlamentam. Presidency of the Council of the European Union is a great opportunity and at the same time a challenge for any country. The success of each country’s presidency depends to a large extent on the quality of communication within the relevant country. The goal of the thesis on Latvia’s Presidency of the Council of the European Union: Communication in the Parliamentary Dimension is to determine the most appropriate structure of communication and number of human resources involved in the parliamentary dimension of Latvia’s presidency of the Council of the European Union through studying other countries’ experience and interviewing experts. The thesis considers various opinions on the role of the presidency and the challenges it poses for small administrations with a particular focus on the parliamentary dimension of the presidency and the cooperation with other institutions in facilitating communication. The study also focuses on models of communication used by other EU countries in the parliamentary dimension of their presidencies and provides recommendations for the parliament of Latvia.
