Nodarbinātības reģistra izveide kā valsts politikas līdzeklis nereģistrētības samazināšanā

Abstract

Maģistra darba nosaukums - Nodarbināto personu reģistra izveide kā valsts politikas līdzeklis nereģistrētās nodarbinātības samazināšanā. Maģistra darba mērķis – izpētīt Nodarbināto personu reģistra izveidošanu kā jaunu metodi, Latvijas nereģistrētās nodarbinātības samazināšanas politikā. Izanalizēt šāda reģistra izveidošanas iespējas un prognozējumos rezultātus. Maģistra darba pirmajā daļā tiks apskatīta nereģistrētā nodarbinātība kā viena no ēnu ekonomikas izpausmes formām, tiks analizēti iemesli, kāpēc cilvēki vēlas darboties nereģistrētās aktivitātēs, kā arī apzināti nereģistrētās nodarbinātības un ēnu ekonomikas radītie ieguvumi un sekas. Teorētiskajā daļā papildus tiks izanalizētas atšķirības šīs problēmas definējumā, kā arī izplatības apmēros dažādās valstu grupās. Maģistra darba otrajā daļā tiek aplūkotas nereģistrētās nodarbinātības tendences ES un Latvijā, kā arī valstu realizētās politikas, lai ierobežotu nereģistrētās nodarbinātības izplatību. Maģistra darba praktiskajā daļā, pirmkārt, tiek pētīta iesaistīto institūciju rīcībā esošā informācija un otrkārt, šo institūciju savstarpējās informācijas apmaiņas sistēma. Šajā daļā tiek analizētas arī problēmas, kas jārisina, lai varētu izveidot Nodarbināto personu reģistru kā jaunu metodi Latvijas nereģistrētās nodarbinātības samazināšanas politikā. Vienlaikus tiek analizēta šī reģistra ieviešanas iespējas un lietderība.

The Master’s paper has been developed on the theme “Establishment of the employment registry as a state policy tool for reduction of undeclared employment”. The aim of the Master’s paper is to explore drawing up the employed persons’ registry as a new policy method for reduction of undeclared employment in Latvia and to forecast (project) results of the establishment such registry. Undeclared employment as one of the expressions of the informal economy is studied in the first chapter Master’s paper and motivation of people to take part in undeclared activities analysed, as well as effects of the shadow economy- benefits and consequences. In addition different approaches to definition of the issue and extent of the of the undeclared work in different state groups will be analysed in the theoretical part of the Master’s paper. Tendencies of the undeclared employment in the EU and in Latvia and implemented policies for reduction of undeclared employment are examined in the second chapter. Last chapter of the paper investigates available data of the stakeholder institutions and system of exchange of information between them. There are also problems identified and analysed in order to establish employment registry and potential and efficiency of such registry evaluated.
