Kultūras un dabas pieminekļu izvietojums un aizsardzība Kuldīgas pilsētā

Abstract

Ģeogrāfijas un Zemes zinātņu fakultātes studentes Ilvas Hartmanes bakalaura darbs „Kultūras un dabas pieminekļu aizsardzība Kuldīgas pilsētā” ir pētījums par kultūras un dabas mantojuma aizsardzību Kuldīgā. Pētījums dod precīzu kultūras un dabas mantojuma aizsardzības skaidrojumu; skaidro valsts politikas nostādnes gan kultūras mantojuma aizsardzības jomā, gan dabas aizsardzībā. Kultūras un dabas mantojuma aizsardzībai tiek izdalītas dažādas pieejas: aizsardzība kā saglabāšana, aizsardzība kā saprātīga izmantošana, aizsardzība kā ilgtspējīga attīstības sastāvdaļa un ainaviskā pieeja. Pētījuma apskatīts kā aizsardzības pieejas tiek attīstītas Kuldīgā. Pētījumā apskatīta UNESCO loma kultūras un dabas mantojuma aizsardzībā. „Kuldīgas vecpilsēta Ventas senielejā” no 2004. gada izvirzījusi mērķi par iespēju tikt iekļautiem UNESCO Pasaules kultūras mantojuma sarakstā. Bakalaura darba pētījumā tiek doti argumenti Kuldīgas unikalitātei. Bakalaura darbā veikta Kuldīgas pilsētas teritorijā valsts nozīmes arhitektūras pieminekļu aizsardzības efektivitātes novērtējums. Valsts nozīmes arhitektūras pieminekļu novērtējumam izmantotie kritēriji – pieminekļu tips, ziņas par īpašnieku, izmantošanas veids un pakāpe, tehniskais stāvoklis, sociālās vides un apkārtnes novērtējums, remonta un restaurācijas darbiem piešķirtie līdzekļi – dod vispusīgu valsts nozīmes arhitektūras pieminekļu stāvokļa analīzi. Kuldīgā valsts nozīmes arhitektūras pieminekļi ir sliktā tehniskā stāvoklī. Apkārtnes sakārtotība lielākai daļai novērtējam apmierinoši, vēlami uzlabojumi, lai kultūras pieminekļi spētu piesaistīt tūristus. Kā pozitīvu piemēru var minēt Sv. Katrīnas baznīcu, kuras restaurācijā izmantoti ne tikai draudzes līdzekļi, bet piesaistīti projektos iegūtie līdzekļi. Bakalaura darbā analizēta valsts loma un funkcijas kultūras un dabas pieminekļu aizsardzībā. Valsts kompetence ir likumu un MK noteikumu pieņemšana. Kultūras pieminekļu aizsardzību regulē likums „Par kultūras pieminekļu aizsardzību”. Dabas aizsardzība balstīta uz likumu „Par īpaši aizsargājamām dabas teritorijām” un „Sugu un biotopu aizsardzības likums”. Pētījumā analizēta pašvaldības loma un funkcijas kultūras un dabas pieminekļu aizsardzībā. Kuldīgā 2002.gadā izstrādāts teritorijas plānojums 2002. – 2014.gadam, kurā iekļauti dabas un kultūras mantojuma aizsargājamās teritorijas. Dabas aizsardzības jautājumus regulē Īpaši aizsargājamās dabas teritorijas „Ventas ieleja” aizsardzības plāns. Pašvaldības funkcijas ietver sabiedrības informēšanu par aktuāliem jautājumiem arī dabas un kultūras pieminekļu saglabāšanas jautājumā. Bakalaura darbā analizēta Latvijas dabas un pieminekļu aizsardzības biedrības loma kultūras un dabas pieminekļu saglabāšanā. Dabas un pieminekļu aizsardzības biedrība ir sabiedriska organizācija, kurai ir sabiedrības informēšanas funkcijas. Bakalaura darbā veikta aptauja par sabiedrības attieksmi pret kultūras un dabas pieminekļiem. Kuldīgā ir liela kultūras pieminekļu koncentrācija un unikālais dabas piemineklis Ventas rumba rada pamatu Kuldīgas kā tūrisma pilsētas attīstībai. Kultūras pieminekļi un dabas objekti ir jāpadara par ekonomisku kategoriju, lai būtu iespējams nopelnīt. Vienlaicīgi kultūras un dabas pieminekļi ir jāaizsargā. Aizsardzības problēmas un turpmākās perspektīvas analizētas bakalaura darbā.

The bachelor work of Faculty of Geography and Earth Sciences student Ilva Hartmane ‘’ The Protection of Cultural Monuments and Natural Preserve in Kuldīga town’’ is the research about the protection of culture and nature legacy in Kuldīga. The research gives exact interpretation of the protection of culture and nature legacy; explain the political approach of the state both in the sphere of culture legacy protection, and nature protection. Different approaches are excreted for the protection of culture and nature legacy: protection as preservation, protection as a reasonable utilization, protection as a part of sustainable development and landscape approach. There are seen how the protection approaches are developed in Kuldīga. The role of UNESCO in the protection of culture and nature legacy has been seen in the research. ‘’Kuldīga old town in Venta ancient valley’’ from the year 2004 has set a target to be included in the register of UNESCO World Culture legacy. The arguments of Kuldīga uniqueness are given in the research. The state importance architectural memorial assessment of efficiency in Kuldīga town territory has been done in the bachelors work. The criterions used in the assessment of state importance architectural memorials – the type of memorial, information about the owner, type and level of utilization, technical condition, the assessment of social environment and surroundings, allotted funds for the repairing and restoration works – give the exhaustive analysis of state importance architectural memorial condition. The role and duties of the state in the protection of cultural monuments and natural preserve has been analyzed in the bachelor work. The competence of the state is to pass laws and Regulations issued by the Cabinet. The protection of cultural memorials are regulated by the ‘’ Historic Monuments Law’’. The protection of nature is based on ‘’ Specially Protected Nature Areas’’ and ‘’ Law of Protection of Species and Biotopes’’. The role and duties of municipalities in the protection of cultural monuments and natural preserve has been analyzed in the bachelor work. The territorial planning for years 2002 – 2014 in Kuldīga has been developed. There are included territories of the protection of culture and nature legacy. The protection of the nature is regulated by the protection plan “Venta valley’’. The duties of municipality include the informing of society about the burning questions in the preservation of cultural monuments and natural preserves. The role of Latvia nature and memorial protection society in the protection of cultural monuments and natural preserve has been analyzed in the bachelor work. The questionnaire about the society’s attitude to the cultural monuments and natural preserve has been done in the bachelor work. The view in the role of certain cultural and nature monument in the development of tourism in Kuldīga has been given in the bachelor work. The problems and further aspect of cultural and nature monument protection has been analyzed in the bachelor work.
