Starptautiski tiesisko pasākumu efektivitāte bioloģisko un toksisko ieroču izplatīšanas ierobežošanā

Abstract

Viens no mūsdienu starptautiskās drošības sabiedrības satraukuma iemesliem ir bioloģisko un toksisko ieroču pielietošanas draudu pastāvēšana par spīti to izmantošanas aizliegumam. Darbs ir veltīts tam, lai aplūkotu bioloģisko un toksisko ieroču iespējamās izplatības novēršanas situāciju starptautisko tiesību jomā, sasaistot to ar šo masveida iznīcināšanas līdzekļu veida praktisko dabu. Atsevišķi ir sniegts bioloģisko ieroču raksturojums un aprakstīti nozīmīgākie starptautisko tiesību rīki šo ieroču izplatīšanas ierobežošanai. Pretstatot starptautisko juridisko bāzi un minēto ieroču raksturojumu tiek secināts par esošo tiesisko pasākumu efektivitāti bioloģisko un toksisko ieroču izplatīšanas ierobežošanā un sniegti iespējamie tiesiskā regulējama pilnveidošanas risinājumi, lai pastiprinātu starptautiskās bioloģiskās drošības normas.

One of the awarenesses of the today’s security society is the presence of the threats of the use of biological weapons despite the prescribed prohibition. Work is intended as the insight into the situation of provisions of the International Law to prevent the potential use of biological and toxic weapons in relation to the nature of these mass destruction means. There are given separately the charecteristics of biological weapons and decribed the most important tools of International Law to derogate their use. The conclusions about the efficiency of existing international legal measures are made by the contradistinction of the international legal basis and the features of these weapons. Also there are some suggestions made about the improvement of judicial provisions in order to strengthen the international norms of biological security.
