9.maijs kā maigās varas instruments Krievijas tautiešu konsolidācijai Latvijā

Abstract

Maģistra darbs ir veltīts 9. maija kā maigās varas instrumenta Krievijas tautiešu konsolidācijai Latvijā teorētiskajai un empīriskajai pētniecībai. Darba mērķis ir izpētīt kā Krievija izmanto 9. maija notikumus vēstures interpretācijā kā maigās varas instrumentu Latvijas kontekstā. Mērķa sasniegšanai tiek izvirzīti sekojošie jautājumi, pirmkārt, kādos maigās varas avotos un instrumentos slēpjas vēstures tematika, konkrēti 9. maija piemiņas dienas, izpausmes Krievijas centienos popularizēt savu redzējumu Latvijā. Otrkārt, Vai vēstures tematika tiek iekļauta Krievijas oficiālajos dokumentos, kas reglamentē tās ārpolitikas intereses. Treškārt, kur maigās varas klātesamība ir saskatāma praktiski 9. maija piemiņas svētku atzīmēšanas kontekstā Latvijā. Darbā tiek izvirzīta hipotēze: 9. maija kā vēsturiska notikuma interpretācijas popularizēšana Latvijā vairo Krievijas pievilcīgumu krievvalodīgo iedzīvotāju vidū. Darba teorētisko daļu veido maigās varas teorētiskais raksturojums, kur iekļauts maigās varas kā varas kategorijas raksturojums, kā arī tā kritika, maigās varas avotu analīze ( kultūra, iekšpolitika un vērtības, ārpolitikas leģitimitāte) un maigās varas instrumentu analīze ( publiskās diplomātijas kontekstā). Darba empīrisko daļu un hipotēzes pierādījumu veido 9. maija kā maigās varas instrumenta pielietojums Krievijas tautiešu konsolidācijai Latvijā. Tiek analizēta maigās varas pazīmju esamība 9. maija kontekstā galvenokārt liekot uzsvaru uz kultūras un no tās izrietošajiem aspektiem – vēstures, identitātes veidošanas, sociālās atmiņas un tradīcijām skatu punkta. Master paper is devoted to the 9th May theoretical and empirical research as an instrument of the soft power of Russian compatriot’s consolidation in Latvia. The aim of the work is to investigate how Russia takes advantage of the events in the 9th May in historical interpretation as the instrument of the soft power in the context of Latvia. There are proposed several questions to reach the goal. The first is in which sources and instruments of the soft power are covered historical topics in the concrete the manifestation of the commemoration day of the 9th May in the ambition of the Russia to popularize their own vision in the Latvia. Second is whether the historical topics are included in the official documents of the Russia which regulates their foreign policy. Third is where the soft power is seen practical in the context of Latvia as the celebration of the commemoration day of the 9th May. The hypothesis has been proposed: The popularization of the 9th May as the interpretation of the historical event in Latvia enhances the charm of the Russia among the Russian speaking compatriot’s. The theoretical part of the paper is composed of the theoretical characteristics of the soft power where is included the description of the soft power as the category of the authority as well as the critics and the analyses of the soft power (culture, home policy and values, legitimation of the foreign policy), and the analyses of the instruments of the soft power (in the context of public diplomacy). The empirical part and the verification of the hypothesis compose of the 9th May as the use of the instrument of the soft power for the consolidation of Russian compatriot’s in Latvia. The existence of the soft power in the context of 9th May is analyzed mainly emphasizing the culture and its consequential aspects as history, the formation of identity, social memories and traditions.
