Tautas nobalsošanas un to iespaids uz iedzīvotāju uzticēšanos demokrātiskām institūcijām Latvijā

Abstract

Viena no liberālo demokrātiju iezīmēm ir sabiedrības neuzticēšanās, vilšanās un atsvešināšanās no politikas. Lai situāciju uzlabotos, valstij esot jānodrošina, ka cilvēki ar tiešās demokrātijas procedūru palīdzību vairāk līdzdarbojas politikā. Darbā pētu kā tiešā demokrātija Latvijā ietekmē iedzīvotāju uzticēšanos valsts pārvaldei. Darba gaitā tika veikts teorētisks un empīrisks pētījums. Analizēts tiešās demokrātijas blakus efekti, un tiešās demokrātijas regulējums un prakse Latvijā. Tiek secināts,ka referendumu augošā popularitāte ir saistīta ar sabiedrības pieaugošo cinismu un neapmierinātību ar valsts pārvaldi un „viltus populismu” no politiskās elites grupējumiem. Lai arī vēlētāju iesaiste politisko lēmumu pieņemšanā var apturēt uzticēšanas kritumu Saeimai un Ministru kabinetam, efekts ir īslaicīgs. Tautas nobalsošanas nav atstājušas pozitīvu ietekmi uz vēlētāju interesi par politiku. Nav pamats teikt, ka palielinātos iedzīvotāju pārliecība par savu spēju ietekmēt politiku.

One of the features of modern liberal democracies is public mistrust, frustration and alienation from politics. To change the situation, it is said that the state must allow citizens to participate in political activities with direct democratic procedures. I have chosen to explore how direct democracy affects citizens' confidence in the Latvian government. In theoretical study I analyzed the side effects of direct democracy, in empirical study, I looked at direct democracy rules and practices in Latvia. Several conclusions were made. Referendum growing popularity is due to the growing public cynicism and dissatisfaction with government and faux populism of the political elite groups. Voters’ participation in the political decision-making process can stop trust fall. However, the effect is short-lived. The referendum has not had a positive impact on voter interest in politics. There is no basis to say, that referendums had a positive impact on people’s political efficacy.
