Lielvaras statuss: Ķīna un Indija

Abstract

Mūsdienu starptautiskās politikas debatē par faktisku ir kļuvis pieņēmums par Ķīnas izaugsmi un tās neapturamu kāpšanu uz pasaules hierarhijas augšgalu. Galvenais jautājums ir, kādas sekas Āzijas reģionam un pasaulei kopumā atstās jaunas lielvaras parādīšanās uz globālās skatuves. Tāpat, līdzās Ķīnai, nepamanīta nav palikusi Indijas konkurētspējīgā izaugsme.

Jau tagad ASV-Indijas-Ķīnas mijiedarbība liecina par sarežģīta spēku līdzsvara veidošanos. Šis darbs koncentrējas uz minēto valstu savstarpējo mijiedarbību, mēģinājumā noskaidrot izvirzīto hipotēžu derīgumu par ASV un Indijas attiecību uzlabošanos Ķīnas izaugsmes kontekstā un to, vai ASV cenšas līdzsvarot Ķīnu ar Indijas palīdzību.

Aplūkojot, savstarpējo valstu dimanikas, percepcijas, konflikt-jautājumus un koalīciju veidošanas mēģinājumus, kvalitatīvās metodoloģijas ceļā tiek secināts, ka ASV-Indijas attiecības ir uzlabojušās uz Ķīnas fona. Kaut arī empīriskais materiāls vedina domāt, ka ASV kopā ar Indiju līdzsvaro Ķīnu, precīzu un nešaubīgu pierādījumu tam nav.

In the contemporary international relations debate, the assumption about China’s rise and unstoppable launch towards the top of world’s hierarchy has become almost factual. The main puzzle is the quest for answer to the question: to what consequences the emergence of China as a new Great Power will lead. Likewise, along with China’s growth, the competitive emergence of India in Asia has not gone unnoticed.

Dynamics of U.S.-China-India interactions pointing to a complex balance of power formation are already showing. This paper concentrates on the mutual interaction of given states, in order to determine the plausibility of hypotheses presented: U.S-India relations have become closer due to China’s rise and U.S. tries to balance against China via or with India.

Examining the dynamics, perceptions, disputes and alliance formation attempts of USA, China and India, through an approach of qualitative methodology and analysis, it is concluded that India-USA relations have indeed gotten closer in the midst of China’s growth. However, tough the empirical examples subtly indicate to the credibility of the second hypothesis as well, the evidence for it is not precise and unambiguous.
