Dotais bakalaura darbs r veltīts integrācijas procesu Latīņamerikā analīzei, noskaidrojot Andu Kopienas, Mercosur un Dienvidamerikas valstu kopienas integrāciju sekmējušos un kavējušos faktorus.
Darba problēmjautājums ir, kādēļ, neskatoties uz daudzajiem integrācijas mēģinājumiem un formām divu gadsimtu garumā, reģionā līdz šim nav izveidota starptautiskā organizācija, kas pēc integrācijas pakāpes vismaz tuvinātos Eiropas Savienībai. Par darba hipotēzi tiek izvirzīta sekojošā: Integrācijas procesi Latīņamerikā ir bijuši neveiksmīgi, ko var skaidrot ar politisko režīmu nestabilitāti un valstu vēlmi aprobežoties ar politisko sadarbību (nespēju vienoties par pieņemamu ekonomiskas integrācijas modeli).
Darba secinājumi pilnībā apstiprina hipotēzi – galvenie iemesli integrācijas projektu neveiksmēm un stagnācijai Andu Savienības gadījumā bija pie varas esošie nedemokrātiskie režīmi CAN izveides laikā; pašlaik starp dalībvalstīm valda tai skaitā ideoloģiskās nesaskaņas, nošķirot kreisi noskaņotās Bolīviju un Ekvadoru no labēji noskaņotajām Peru un Kolumbijas.
Šie paši faktori tikai pozitīvā izpausmē ir sekmējuši šķietamo Mercosur integrācijas procesa veiksmi: Kopienas izveides laikā visas dalībvalstis bija uzskatāmas par demokrātiskām. Tomēr arī Mercosur nākotne ir neskaidra, jo reģionālā lielvalsts Brazīlija nevēlas zaudēt kontroli pār integrācijas procesu.
Līdzīga loģika darbojas arī CSN integrācijas procesā, jo organizācija savā būtībā ir Brazīlijas radīta un Argentīnas un Venecuēlas atbalstīta ar mērķi pretdarboties ASV tirdzniecības politikai reģionā.
Veiksmīgai integrācijai Latīņamerikā šobrīd ir pārāk daudz neatrisinātu jautājumu un pretrunu. The present Bachelor’s paper is devoted to the analysis of integration processes in Latin America, exploring the positive and negative influences on integration course within the Andean Community, Southern Common Market (Mercosur) and the newly established South American Community of Nations (CSN), which has seen the light just in December 2004.
The leading question and problem which this study pretends to answer is why, despite the cultural and ethnical similarity, long common history of Latin American nations, as well as previous integration efforts, there still has not been established an international organization with the integration degree at least similar to that of the European Union. The hypothesis is as follows: Integration processes in Latin America are to characterized as unsuccessful the main influences for this being the instability of the political regimes in the region, as well as the willingness of states to restrict the integration to the political sphere as the common model for economic integration could not be found.
The main conclusions made in this paper wholly approve the hypothesis – the principal reasons for integration failure and stagnation in the case of the Andean Community were the undemocratic nature of political regimes in the member states during the time of establishing of the Union, in nowadays, in turn, there is a very strong ideological sentiment within the Andean Community which distinguishes leftist Bolivia and Ecuador from more liberally minded Peru and Colombia.
The same reasons but on a positive modality have caused the apparent stability and more successful nature of Mercosur as during the time of establishing the Union all its members were democracies. But even Mercosur’s future is doubtful as the regional power Brazil is not interested of loosing its control on the pace of organisation’s integration.
The same argument works also in the case of CSN the creation of which was largely Brazil’s idea, supported by Argentina and Venezuela in order to establish a counterweight to the US trade policy in the region.
There are too many controversies and unresolved issues among Latin American states for the integration being truly successful.
