ES "Ārējo robežu fonda" priekšrocības īstenojot projektus robežapsardzības jomā. Latvijas un Somijas piemērs.
Zusammenfassung
Šī maģistra darba pētījuma objekts ir Eiropas Savienības Ārējo Robežu Fonds (ĀRF), kura galvenais mērķis ir sniegt finansiālu atbalstu tām Šengena zonas valstīm, kurām ir uzlikts smags slogs aizsargāt savas ārējās robežas. Izvēlētās valstis šī darba ietvaros ir Somija un Latvija.
Šī maģistra darba mērķis ir salīdzināt Ārējo Robežu Fonda sniegtās priekšrocības Somijas un Latvijas Valsts Robežsradzei.
Pētījums atklāj, ka abu valstu Robežsardzes ir ieguvušas no Ārējo Robežu Fonda. Somija spēja realizēt projektus ātrāk, nekā, ja tā būtu to darījusi bez ĀRF palīdzības. Turpretī Latvijas ieguvums ir vēl lielāks – tieši ar ĀRF palīdzību bija iespējams realizēt jebkuru no projektiem. Bez šāda atbalsta neviens no projektiem nebūtu realizēts. Var apgalvot, ka Latvijas ieguvums no ĀRF ir bijis lielāks nekā Somijas gadījumā.

This work focuses on the European Union´s External Borders Fund (EBF) which ultimate task is to financially support those Schengen countries which have a heavy burden protecting their external borders. The chosen two countries of this work are Finland and Latvia.
The aim is to compare the advantages of the EBF within the Finnish Border Guard and the State Border Guard of Latvia.
The discovery shows that both organizations have benefitted from the EBF. Finland has been able to execute the projects in a faster pace than without using the EBF. Latvia has had an even higher level of gain of the EBF as without it they would not have been able to execute any of their projects. It can be argued that Latvia has benefitted more from the External Borders Fund.
