Uz klientu orientēta pārvaldes modeļa izveidošanas un ieviešana V/A „Latvijas Investīciju un attīstības aģentūra”

Maģistra darba nosaukums ir “Uz klientu orientēta pārvaldes modeļa izveidošana un ieviešana V/A “Latvijas Investīciju un attīstības aģentūra” (turpmāk tekstā - V/A “LIAA”). Darba ietvaros tiek skaidrots sabiedrības vadības jēdziens, analizēta reformu nepieciešamība valsts pārvaldē, kā arī apskatīti dažādie reformu modeļi. Maģistra darbā tiek aplūkotas valsts pārvaldes reformas Latvijā, pievēršoties nelielam vēsturiskam apskatam, kā arī apskatot aktualitātes valsts pārvaldes reformu jomā Latvijā. Darba noslēdzošajā nodaļā tiek analizēti V/A “LIAA” mērķi, funkcijas un uzdevumi; aplūkota iestādes virzība un kļūšanu par klientorientētu valsts pārvaldes iestādi, kā arī analizēti V/A “LIAA” klientu apmierinātības anketas dati un pētīta sabiedrības attieksme pret valsts pārvaldes iestādēm kopumā.
Pētījuma mērķis – noskaidrot, vai un cik lielā mērā V/A “LIAA” ir kļuvusi par klientorientētu valsts pārvaldes iestādi un kā iestādes darbu vērtē tās klienti.
Darba izstrādes gaitā iegūtie rezultāti ļauj secināt, ka V/A “LIAA” darbības, kas vērstas uz iestādes modernizāciju un kļūšanu par klientorientētu valsts pārvaldes iestādi, teorētiski tiek veiktas pareizi, tomēr lielākās problēmas šobrīd sagādā iestādes sasniegto rezultātu reformu jomā padarīšana zināma iestādes klientiem. Līdz ar to, pozitīvās ieceres un sasniegumi zaudē daļu savas efektivitātes. The title of the masters thesis is “Client oriented administration model in State Agency „Investment and Development Agency of Latvia”- Analysis of the process of development and implementation.” It consists of theoretical part, which includes:
a)analysis of the public administration concept;
b)analysis of the public administration reforms;
c)information about different models of the reforms.
The paper also includes information about historical process of the public administration reforms in Latvia and gives a survey of the latest developments in this field. The final part of the masters thesis include information about the State Agency “Latvian Investment and Development Agency”, its tasks, objectives and functions. This part also includes information about the process of the development and implementation of client oriented administration model in the agency and analysis the survey of public opinion about state institutions.
The research objective is to study development and implementation process of the client oriented administration in the State Agency “Latvian Investment and Development Agency.”
The results of the research allow to conclude that movement of the agency towards becoming more client oriented state institution is theoretically proper. The main problem is effective communication with the clients of the agency about positive changes in its functions.
