Polderu teritoriju apsaimniekošana un zemes izmantošanas tendences Pierīgā: Carnikavas novada piemērs

Abstract

Maģistra darbā tiek pētīta Carnikavas novada polderu zemju izmantošana un to pārvaldība. Carnikavas novadā atrodas 4 polderu sistēmas – Carnikavas centra, Carnikavas – Sala, Laveru un Eimuru – Mangaļu polderi, kas veidoti padomju gados. Maģistra darbā tika noskaidroti mūsdienu zemes izmantošanas veidi, to kopsakarības un polderu apsaimniekošanas problēmas. Kā būtiskāko minot notekgrāvju un drenu slikto tehnisko stāvokli, kas tieši ietekmē zemes iespējas izmantot. Pētījuma ietvaros tiek analizēta polderu zemes izmantošanas maiņa, ko nosaka procesi Carnikavas novadā, un, kas ir saistīti arī ar Rīgas ietekmi. Latvijā polderu sistēmas uztur vai nu valsts, vai pašvaldība. Carnikavas novada gadījumā polderu sistēmas uztur pašvaldība, kas būtībā ir jauna prakse Latvijā kopš 2006. gada. Darba ietvaros tiek analizēti normatīvie akti, kas attiecas uz pārvaldību, un vērtēts, kā funkcionē pielietotā pārvaldības sistēma. In this Master thesis the polder land management and land use development in municipality of Carnikava has been analyzed. There are 4 polder systems in the municipality of Carnikava, that were made during the Soviet time – Carnikavas centra, Carnikavas – Sala, Laveru and Eimuru – Mangaļu polders. In this research the correlations and problems of the polder land use and land management have been analyzed. One of the most important problems is the bad technical condition of the drainage network, which directly affects land use. This research looks at the transformation of the polder land use, that has been determined by processes in the municipality of Carnikava and also influenced by Rīga. The polder management system in Latvia is governed by the state or by the local municipality. Since 2006 the polder system management in Latvia has been opened for municipalities, and one of the municipalities, which decided to govern their polder systems, is Carnikava. This research develops an analysis of the legislation of management and contributes to the assessment of functionality of the management system. One of the objectives of this research was to come up with relevant suggestions for the future development of polder land management.
