Ideoloģiskā koncepta „Krievu pasaule” loma Krievijas Federācijas ārzemēs dzīvojošo tautiešu atbalsta politikā

Abstract

Bakalaura darbs ir veltīts ideloģiskā koncepta „Krievu pasaule” kā mīkstās varas projekta teorētiskai un empīriskai izpētei. Dotā darba mērķis ir noskaidrot ideoloģiskā koncepta „Krievu pasaule” atbilstību mīkstās varas teorētiskajiem principiem un pielietošanas praksei. Minētā mērķa sasniegšanai darba ietvaros būs jāatbild uz sekojošajiem jautājumiem: 1) Kādi mīksto varu raksturojošie avoti un instrumenti ir sastopami konceptā „Krievu pasaule”? 2) Vai „Krievu pasaules” uzstādījumi atspoguļojas KF tautiešu atbalsta politiku reglamentējošajos dokumentos? 3) Kāda ir „Krievu pasaules” koncepta īstenošanas ietekme uz KF tautiešu atbalsta politikas mērķauditoriju? Dotajā darbā tiek izvirzīta sekojošā hipotēze: ideoloģiskais koncepts „Krievu pasaule” ir Krievijas Federācijas ārvalstīs dzīvojošo tautiešu atbalsta politikas mīkstās varas projekts. Teorētiskajā sadaļā tiek apskatīti sekojošie jautājumi: mīkstās varas jēdziens, mīkstās varas avoti (kultūra, vērtības, ārpolitikas leģitimitāte) un instrumenti (dažādas publiskās diplomātijas izpausmes, mediju un NVO darbība u.c.). Darba empīriskajā sadaļā tiek pētīts „Krievu pasaules” koncepts. Tiek pētīta mīkstās varas raksturojošo lielumu esamība konceptā. Tiek salīdzināti minētā koncepta teorētiskie principi ar KF tautiešu atbalsta politikas oficiālo dokumentu uzstādījumiem. Darba rezultāti liecina, ka „Krievu pasaules” teorētiskie uzstādījumi atbilst mīkstās varas īstenošanas principiem. „Krievu pasaules” kā mīkstās varas projekta darbība balstās uz Krievijas kultūras un vērtību pievilcības, kā arī ārpolitikas leģitimitātes ārvalstīs dzīvojošo tautiešu mērķa grupas daļas skatījumā.

Anotation

The bachelor thesis is focused in theoretical and empirical research of the ideological concept „Russian world” as the Project of soft power. The aim of this paper is to clarify the compliance of the idological concept „Russian worl”to the theoretical principles and practice of use of soft power. To achieve the above mentioned aim the answers to following questions should be found: 1)What sources and instruments describing soft power are present in the concept „Russian world”? 2)Are principles of „Russian world” present in the documents of Russian Federation describing compatriots support policy? 3)What is the influence of the implementation of „Russian world” concept on the audiance of Russian Federation compatriotsn support policy?

In this paper the following hypothesis is set up: the ideological concept of „Russian world” is the soft power project of the compatriots support policy of living abroad citizens of Russian Federation. In the theoretical part following questions are viewed: the concept of soft power, sources (culture, values, the legitimacy of forreign policy) and instruments (different manifestations of public diplomacy, work of media and NGO’s etc.)of soft power. The empiric part of paper explores the concept of „Russian world”. The presence of elements describing soft power are explored. The theoretical principles of above mentioned concept are compared with the main principles included in the documents of Russian Federation compatriots support policy. The result of the paper shows that „Russian world” theoretical principles corresponds with soft power implementation principles.
