Ārzemēs strādājošo vecāku bērnu aprūpe kā sociāla problēma: sociālā darbinieka intervence

Abstract

Darba nosaukums: „Ārzemēs strādājošo vecāku bērnu aprūpe kā sociālā problēma: sociālā darbinieka intervence". Diplomdarba mērķis: Pētīt ārzemēs strādājošo vecāku bērnu aprūpes problēmas un sociālā darbinieka intervences jomas makro, mezo un mikro līmenī. Diplomdarba pirmajā daļā autore analizē vecāku lomu un pienākumus bērnu aprūpē, bērnu aprūpes vajadzības. Darba otrajā nodaļā tiek raksturots sociālais darbs ar ģimeni mikro, mezo un makro līmenī. Trešā nodaļa ir veltīta sociālekonomiskās situācijas raksturojumam pētāmās problēmas kontekstā Latvijā un Ludzas novadā. Ceturtajā nodaļā autore raksturo sociālo darbu ar ģimeni Ludzā. Piektajā nodaļā tiek aprakstīts autores veiktais pētījums – sociālo darbinieku un to ģimeņu locekļu intervijas, kur viens vai abi vecāki strādā ārzemēs. Pētījuma mērķis bija noskaidrot to ģimeņu bērnu aprūpes problēmas un vajadzības, kur viens vai abi vecāki strādā ārzemes. Tiek secināts, ka sociālajiem darbiniekiem trūkst informācijas par ģimenēm, kur viens vai abi vecāki strādā ārzemēs. Sociālie darbinieki saņem informāciju par tādām ģimenēm tikai tad, kad ģimenēs rodas problēmas. Sociālais darbs ar ģimenēm tiek veikts galvenokārt kā individuāls darbs – mikro līmenī, lai gan intervētie sociālie darbinieki uzskata, ka problēma būtu jāapzinās un jārisina valsts līmenī – tas ir makro līmenī. Intervijas ar ģimenēm, kur viens vai abi vecāki strādā ārzemēs liecina, ka iemesls, kāpēc vecāki aizbrauc, ir bezdarbs, līdzekļu trūkums un zems dzīves līmenis. Problēmas, kas rodas vecākiem ilgstoši uzturoties ārzemēs, ir saistītas ar ģimenes saišu iziršanu, bērnu nepietiekamu aprūpi, emocionālajām traumām un neatbilstošu bērnu aprūpes kvalitāti atsevišķās ģimenēs vai pie aizbildņiem, kas nav piemēroti uzņemties rūpes par bērniem Darba autore izstrādājusi ieteikumus ģimenēm, kur viens no vecākiem vai abi vecāki strādā ārzemēs, kā arī sociālajiem darbiniekiem, kas strādā ar šādām ģimenēm. The theme of the diploma paper is: ―Children care for parents working abroad as a social problem: intervention of social worker.‖ The aim of the course paper: to search for care problems of children whose parents are working abroad and for spheres of interventions of social worker in macro, mezzo and micro level. In the first part of the research the author analyses the role and responsibility of parents in children care. In the second part of the research there are described the social work with families in macro, mezzo and micro level. In the third part there is given the characteristic of social – economic situation in the context of problem researched in Latvia and Ludzas region. In the fourth part the author describes the social work with one of the families in Ludzas region. In fifth part there is given the author’s research – the interviews between social workers and families where one or both of the parents are working abroad. The aim of the research was to study care problems and needs for families where one or both of the parents are working abroad. It has been concluded that social workers have lack of information about such families where one of both of parents are working abroad. Social workers get such information only in cases when any problems occur in such families. Social work with families where one or both of parents are working abroad is done mainly as an individual work in micro level. Although social workers who have been interviewed consider that this problem should be analyzed and developed in the level of whole state this is – macro level. During interviews with parents where one or both of them are working abroad it has been realized that the reason why parents are leaving their children and travel abroad is unemployment, lack of finance and low living standard. Problems which occur for parents who permanently stay abroad are separation of family members, insufficient care of children, emotional shock and inadequate quality of children care in some of the families or with tutors who are not suitable for taking care and responsibly for those children. The author of the research has made up the suggestions for families where one or both of the parents are working abroad, as well as for social workers who are dealing with those families.
