LR VALSTS BUDŽETS, TĀ KONSOLIDĀCIJA UN IZPILDES ANALĪZE NO 2008.GADA LĪDZ 2011.GADAM

Abstract

Konsolidācijas process līdz šim literatūrā ir maz apskatīts, taču šī procesa norises ir būtiskas. Diplomdarba mērķis ir izpētīt Latvijas Republikas valsts budžetu, analizēt valsts konsolidētā budžeta plānotos un faktiski izpildītos datus, kā arī izstrādāt priekšlikumus ieņēmumu un izdevumu prognožu izpildei. Diplomdarbs sastāv no trim nodaļām. Pirmajā nodaļā teorētiski tiek raksturots valsts budžets, kā arī valsts budžeta elementi. Otrajā nodaļā tiek skaidrots konsolidācijas jēdziens, uzdevumi un aizdevums. Savukārt diplomdarba trešajā nodaļā tiek analizēta Latvijas valsts konsolidētā budžeta izpilde pret plānu. Diplomdarbā autore secinājusi, ka kopumā Latvijas valsts budžeta konsolidācijas procesa rezultātā ir panākta tikai īstermiņa ekonomiskā stabilitāte. Darbs sastāv no 74 lapām, 1 tabulas, 7 attēliem un 9 pielikumiem. Darbā ir izmantoti LR normatīvie akti, autoru darbi, kā arī interneta resursi. So far the consolidation process has been little reviewed in the literature, yet this process is very significant. The purpose of the diploma paper is to study the national budget of the Republic of Latvia, to analyse the planned and actual data of the national consolidated budget, as well as to develop proposals for fulfilment of revenue and expenditure forecasts. The diploma paper consists of three parts. The first part contains theoretic description of a national budget, as well as elements of a national budget. The second part gives explanation to the consolidation term, tasks and loan. Whereas the third part analyses the actual performance of the Latvian national consolidated budget as compared to the plan. The author has concluded in the diploma paper that as a result of the consolidation of the Latvian national budget in whole only a short-term economic stability has been achieved. The paper comprises 74 pages, 1 table, 7 pictures and 9 appendices. The legal norms of the Republic of Latvia, original author works as well as internet resources have been used in preparing the paper.
