Sociālo atstumtību ietekmējošie faktori pirmspensijas vecuma bezdarbniekiem Rīgā

Abstract

Maģistra darba temats ir „Sociālo atstumtību ietekmējošie faktori pirmspensijas vecuma bezdarbniekiem Rīgā”. Darba mērķis ir noskaidrot sociālo atstumtību ietekmējošos faktorus pirmspensijas vecuma bezdarbniekiem Rīgā. Pētījuma uzdevumi: veikt sociālās atstumtības teorētisko analīzi; analizēt Latvijas statistikas datus par bezdarbniekiem pirmspensijas vecumā; analizēt veiktos pētījumus par sociālo atstumtību Latvijā; empīriski pētīt sociālo atstumtību ietekmējošos faktorus pirmspensijas vecuma bezdarbniekiem Rīgā. Pētījuma teorētiskās daļas ietvaros tika veikta sociālās atstumtības teorētiskā analīze, raksturoti sociālo atstumtību ietekmējošie faktori, sociālā atstumtība pirmspensijas vecuma bezdarbnieku vidū, salīdzinot viedokli dažādu autoru skatījumā. Sociālā darbā un sociālās atstumtības konteksts tiek raksturots pamatojoties uz vācu sociologa Niklasa Lūmana (Niklas Luhmann) sistēmteoriju un Maikla Šeparda (Michael Sheppard) pieeju attiecībām starp sociālo darbu un sociālo atstumtību. Pētījuma ietvaros tika izmantotas kvalitatīva pētījuma metodes - strukturētas intervijas, daļēji strukturētas intervijas un fokusgrupas intervija. Izpētes rezultātā secināts, ka nozīmīgākie individuālie sociālo atstumtību ietekmējošie faktori bezdarbniekiem pirmspensijas vecumā ir: zemi ienākumi, zema vai nepieprasīta izglītība, grūtības apgūt valsts valodas zināšanas, veselības problēmas, bezdarbs, nespēja tikt galā ar problēmām, vājas prasmes (sevis prezentēšanas prasmes, datorprasmes), atkarības, zema motivācija pārmaiņām, vecuma diskriminācija, vājš sociālais atbalsts, ģimenes problēmsituācijas, sociāl-ekonomiskās attīstības tendences, neatbilstoša nodarbinātības un sociālā politika. Sociālie darbinieki var sniegt ieguldījumu darbā ar bezdarbniekiem pirmspensijas vecumā, veicot individuālu un grupu darbu ar bezdarbniekiem pirmspensijas vecumā. Sociālai un nodarbinātības politikai ir jānodrošina konteksts, kurā sociālais darbs būtu efektīvs.

Subject of the master`s paper is „Social exclusion factors influencing the pre-retirement age unemployed in Riga”. Main purpose of the paper is to research social exclusion factors for pre-retirement age unemployed persons in Riga. Research objectives: to make the theoretical analysis of the social exclusion; to analyze the Latvian statistics on pre-retirement age unemployed; to analyze the studies on social exclusion in Latvia; empirically investigate social exclusion factors influencing the pre-retirement age unemployed in Riga. Theoretically there is described social exclusion, the classification of factors which impacts social exclusion, social exclusion of pre-retirement age unemployed, by comparing point of view of different authors. Social work and social exclusion context is described based on the German sociologist Niklas Luhmann Systems theory and Michael Sheppard approach to the relationship between social work and social exclusion. In the scope of the research there were used qualitative research methods - structured interviews, semi-structured interviews and a focus group interview. In the research activity there was concluded that the most significant, individual social exclusion factors for unemployed persons in pre-retirement age are: low incomes, low or unsolicited education, difficulties to learn national language, health problems, unemployment, inability to cope with problems, no skills (self-presentation skills, computer skills), addictions, low motivation to change, age discrimination, weak social support, family problems, social-economic trends, inadequate employment and social policy. Social workers can contribute to the work with the pre-retirement age unemployed through individual and group work. Social and employment policy must provide a context in which social work is effective.
