| dc.description.abstract | Bakalaura darbs „ Korupcija Latvijas iekšlietu sistēmā”, apskata galvenās problēmas, jautājumus un risinājumus, kas saistīti ar korupciju policijā. Darbā tiek aplūkoti un pamatoti trīs galvenie korupciju veicinošie faktori – ekonomiskā situācija valstī, nepilnības un trūkumi likumdošanā, politiskā kultūra.
Analizējot katru no šiem faktoriem rodas priekšstats par to, kā varētu problēmu risināt, lai varētu cīnīties ar korupcijas cēloņiem, nevis sekām. Tādēļ pastiprināta uzmanība tiek pievērsta praktiskiem risinājumiem, nevis teorētiskiem ieteikumiem, kuru efektivitāti varētu pārbaudīt tikai pēc ilgāka laika posma.
Teorētiskā daļa sniedz ieskatu par to, kas ir korupcija, kāda ir tās būtība un kādu ļaunumu tā rada valsts ekonomikai un valsts pārvaldei kopumā Korupcija tiek aplūkots kā fenomens, kurš ir sastopams jebkurā valstī un tā ir problēma, ar kuru saskaras jebkura valsts, neatkarīgi no tās ekonomiskās attīstības, vēsturiskās pieredzes vai politiskā režīma. Tiek uzsvērta arī sabiedrības un valsts sadarbības loma, kuru nedrīkst nenovērtēt, lai varētu veiksmīgi cīnīties ar korupciju un tās radītajām sekām.
Praktiskajā daļā tiek analizēti Latvijas tiesas spriedumi, kuros kā kukuļņemšanā, kukuļa piesavināšanā vai došanā, apsūdzētās personas ir policijas darbinieki. Tiesas spriedumu analīze ļauj izdarīt secinājumus par to, kādi ir galvenie iemesli kādēļ policisti ņem kukuļus. Balstoties uz apsūdzēto un liecinieku liecībām visi tiesas spriedumi tiek iedalīti attiecīgajā korupciju veicinošo faktoru grupā.
Darbu var izmantot kā informatīvu materiālu visi interesanti, kuri vēlas apkopotā veidā iegūt informāciju par to, kādi ir galvenie korupciju veicinošie faktori policijā. Uzzināt autora galvenos secinājumus par to, kā uzlabot pašreizējo situāciju. Tāpat ir iespējams iegūt uzskatāmu materiālu par to, kādi sodi par kādiem pārkāpumiem( pārsvarā kukuļņemšanu) ir piespriesti policijas darbiniekiem.

| dc.description.abstract | The bachelor paper „Corruption in the System of Internal Affairs in Latvia” examines the main problems, issues and solutions related to the corruption in police. In the bachelor paper three main factors that promote corruption are discussed – namely, the economic situation in the state, imperfections and weaknesses in the legislation and the political structure.
When analysing each of these factors a concept about how solve this problem in order to fight against the causes of the corruption instead of the consequences can be found. Therefore, a special attention is paid to practical solutions instead of theoretical suggestions, the efficiency of which could be seen only after a longer period of time.
The theoretical part gives an insight about what corruption is, about its essence and the overall damage it can cause to the state economics and state administration. Corruption is examined as an occurrence, that can be found in any country and it is a problem that each country has to face, regardless of its economical development, historical experience or political regime. The role of cooperation among the society and the state is stressed, which cannot be underestimated in order to successfully fight against corruption and its consequences.
In the practical part the verdicts of the Latvian court are analysed, in which the defendants in the corruption are the police employees. The analysis of the verdicts allows to make conclusions about the main reasons why police employees accept bribes. Basing on the testimonies of the defendadnts and the witnesses all verdicrts of the court are divided into the respective group of the factors that promote corrupiton.
The bachelor paper can be used as an infomative material in order to acquire summerized information about the main factors that promote corruption in police, as well as to find out the author's main conclusions about the ways how to improve the current situation in Latvia. It can be used also as a demonstrative material in order to see with what kind of punishments and for what type of crimes (mainly taking of bribes) the police employees have been sentenced.
