Eiropas Savienības un valsts finansēto atbalsta instrumentu ietekmes analīze uz eksporta attīstību Latvijā

Abstract

Neraugoties uz to, ka ārējās tirdzniecības apjomi Latvijā katru gadu pieaug, pastāv arī vērā ņemami riska faktori, lai apzinātu galvenos riskus un piedāvātu tiem risinājumus veikta teorētiskā un metodoloģiskā eksporta atbalsta instrumentu analīze ES valstīs, raksturota Latvijas eksporta dinamiku un attīstības tendences no 2005.-2012.gadam, kā arī, balstoties uz ārvalstu pieredzi, uzņēmēju sniegtajiem viedokļiem un jomas ekspertu ieteikumiem, izstrādāti priekšlikumi eksporta atbalsta instrumentu efektivitātes palielināšanai. Pētnieciskā darba hipotēze- Eksporta atbalsta instrumenti sniedz efektīvu atbalstu Latvijas uzņēmumiem, kas vēlas paplašināt savu darbību ārējos tirgos ir apstiprinājusies daļēji. Aptaujātie uzņēmēji pauduši atbalstu Latvijā pieejamajiem eksporta atbalsta instrumentiem, taču vienlaikus norādījuši arī uz virkni problēmu piedāvātajos valsts eksporta atbalsta pakalpojumos.

Despite the fact that Latvian foreign trade is growing every year, there are also important risk factors that should be taken into consideration. In order to identify these key risks of the export promotion strategy and to offer solutions theoretical and methodological analysis of the export support instruments was carried out, both in Latvia and EU. Also Latvian export dynamics and trends from 2005-2012 were described. Basing on the experience of other EU countries and the answers given by Latvian entrepreneurs, the proposals for the development of the existing export support measures in Latvia were carried out. The hypothesis of the present research paper- export support measures serves as an effective tool to raise export volumes- was approved partially. On the one hand, entrepreneurs emphasize the importance of the existing export support programs in Latvia, but on the other hand point out a number of problems associated with the export promotion policy of Latvia.
