Nekustamā īpašuma nodokļa administrēšana Latvijā un citās Eiropas Savienības valstīs

Abstract

Diplomdarba „Nekustamā īpašuma nodokļa administrēšana Latvijā un citās Eiropas Savienības valstīs” mērķis ir: iepazīties, izpētīt un veikt salīdzinošo analīzi par NĪN administrēšanu un tā tendencēm Latvijā un ES valstīs, kuras iestājās ES 2004.g. atrast būtiskākās atšķirības un līdzības NĪN administrēšanas jomā, kā arī iepazīties tuvāk ar NĪN administrēšanas sistēmu Latvijā – tās vēsturisko attīstību, likumdošanu un normatīvo regulējumu. Darbā ir 63 lpp, tai skaitā 1 tabula un 18 attēli. Diplomdarbs sastāv no 4 nodaļām, ievada, secinājumiem un diplomdarba nobeigumā autore sniedz priekšlikumus NĪN administrēšanas sistēmas uzlabošanai Latvijā. Pirmajā nodaļā tiek skaidrots nekustamā īpašuma un NĪN jēdziens, NĪN administrēšanas principi un būtība, kā arī analizēti citi NĪN administrēšanas elementi un analizēta NĪN vēsturiskā attīstība Latvijā. Otrajā nodaļā autore analizē katras no izvēlētajām ES dalībvalstīm NĪN administrēšanas sistēmu un tās elementus, kā arī analīzē NĪN ieņēmumu tendences. Trešajā nodaļā autore veic salīdzinošo analīzi starp Latviju un izvēlētajām ES dalībvalstīm, salīdzinot gan NĪN administrēšanas sistēmas elementus, gan arī procentuāli ieņēmumus no NĪN attiecībā uz kopējiem nodokļu ieņēmumiem. Ceturtajā nodaļā autore vērtē politiskās aktivitātes saistībā ar NĪN – SVF ieteikumus un Latvijas valdības potenciālās iespējas saistībā ar NĪN palielināšanu un iespējamām reformām NĪN administrēšanā. Uzdevumu sasniegšanai autore izmantos analītiskās un kvantitatīvās pētīšanas metodes: kontentanalīzi un statistisko datu analīzi. The aim of this bachelor thesis “Real estate tax administration in Latvia and other European Union countries” is: to get acquainted with real estate tax administration system in Latvia – its historical development, legislative and regulatory framework;to research and make a comparative analysis on the real estate tax administration and its trends in Latvia and EU countries which joined EU in 2004;to find major differences and similarities between real estate tax administration in these countries. The thesis consists of 63 pages; includes 1 table and 18 figures. It has 4 parts, introduction and conclusion, as well as contains author’s recommendations for improvement of real estate tax administration system in Latvia. First section explains the property and the concept of real estate tax administration, real estate tax management principles and essence, and analyzes other elements of real estate tax administration and historical development of real estate tax administration in Latvia. In second chapter author analyzes real estate tax administration system and real estate tax administration revenue tendencies in each of the selected European Union Member State. Third section provides comparative analysis on real estate tax administration systems in Latvia and the selected European Union Member States, comparing the components of real estate tax administration system, as well as a percentage of revenues from real estate tax to total tax revenue. In fourth chapter author analyzes the political activity of real estate tax administration, recommendations of International Monetary Fund to Latvian government and possible reforms in real estate tax administration in Latvia.
