Maģistra darba temata „Novadu bibliotēkas VVBIS realizācijā” izvēli noteica nepieciešamība vērtēt novadu publisko bibliotēku attīstības iespējas un efektivitāti, realizējot administratīvi teritoriālo reformu un VVBIS, integrējoties gan vienotā informācijas tīklā novada ietvaros, gan reģiona un valsts bibliotēku sistēmās.
Darbā apkopotas teorētiskās atziņas par novadu publisko bibliotēku lomu informācijas sabiedrības veidošanā filozofiskās teorijas kritiskā racionālisma aspektā un izvērtēti faktori , kas nosaka nepieciešamību veidot novada bibliotēku sadarbības sistēmu elastīgo sistēmu un sociāli kognitīvo teoriju aspektā. Veikts empīrisks pētījums Latvijas novadu bibliotēkās un reģiona galvenajās bibliotēkās, un, pamatojoties uz teorētisko un empīrisko bāzi, vispārinot pētījuma rezultātus, izstrādāts novada bibliotēku sadarbības modelis.

The choice was determined by a necessity to value development possibilities and efficiency of the public libraries, realizing administrative territorial reform and United Library information system.
In the paper are summarized theoretical conclusions about the role of a district public library in the forming the information society in the aspect of the philosophical theory of critical rationalism and soft system and social cognitive theory. An empirical research was carried out in district libraries and in main region libraries of Latvia. To repose on theoretical and empirical basis, generalizing reasearch results was worked out a cooperation pattern for libraries of the district.
