Abstract

Darba temats ir Eiropas Komisijas loma ES integrācijā starpvaldību konferenču laikā: Eiropas Konstitūcija un Lisabonas līgums. Mērķis ir izanalizēt faktorus, kuri palīdz Komisijai pildīt integrācijas virzītāja lomu starpvaldību konferencēs. Darbs balstās uz neofunkcionālisma teorijas ES integrācijas skaidrojumu. Uzmanība tiek pievērsta Komisijas un dalībvalstu mijiedarbībai līgumu veidošanas procesā. Darbs strukturēts saskaņā ar kvalitatīvu metodi, balstoties uz dokumentu un sarunu protokolu analīzi, kā arī sekundāro avotu apkopojumu. Hipotēze, ka Komisijas izredzes padziļināt integrācijas procesu starpvaldību konferencēs nosaka dalībvalstu gatavība sadarboties ar šo institūciju, ir apstiprinājusies. Tieši dalībvalstis izvēlas, kuros gadījumos pieņemt institūcijas iniciatīvas un pat iedot tai vadošo lomu sarunās vai arī pretēji, pilnībā izslēgt no līguma rakstīšanas procesa.

Theme of the paper is the role of European Commission in EU integration during intergovernmental conferences: the EU Constitution and the Treaty of Lisbon. The aim of this work is to analyse the factors which contribute European Commission ability to fulfil the role of integration promoter during intergovernmental conferences. Work is based on the neofunctionalism theory’s generated interpretation of EU integration. The focus is on the interaction between the Commission and Member States in treaty making process. Work is structured according to the qualitative method, concentrating on analysis of documents and negotiations protocols, as well as summary of secondary sources. The hypothesis that the chances of the Commission to deepen integration process during intergovernmental conferences is determined by the willingness of Member States to cooperate with this institution, has been confirmed. Member States choose in which cases to accept initiatives from this institution and when to give it leading role in the process of negotiations, or, in the contrary, to exclude Commission completely from the drafting process.
