Interešu grupas un enerģētikas startēģijas: Baltijas valstu enerģētikas diversifikācijas plānu līdz 2020. gadam gadījuma izpēte

Abstract

Energodrošība ir viens no valstu attīstības stūrakmeņiem mainīgajā starptautiskajā vidē. Darbā izmantota interešu grupu teorija, ar kuras palīdzību tiek analizēta interešu grupu darbība Latvijā. Uzdevums ir konstatēt, vai interešu grupas ietekmē enerģētikas politikas lēmumu pieņemšanas procesu, kā arī izpētīt Baltijas valstu enerģētikas politikas dokumentus. Darbam ir izvirzītās hipotēzes: 1)Interešu grupas negatīvi ietekmē kopējos Baltijas enerģētikas diversifikācijas plānus; 2) Enerģētikas politikas lēmumu pieņemšanas procesā no 2012.gada līdz 2013.gada beigām palielinās interešu grupu skaits. Ar interešu grupām šeit saprotot fizisku un juridisku personu kopumu, kas ietekmē valdības politikas lēmumus savās interesēs. In an ever changing world, energy security is one of the keystones of a country’s growth. In paper is uses interest group theory, to analyze interest group activities in Latvia. Main task is to find out, if interest group influence decision-making process in energy policy and to analyze Baltic energy policy documents. Two hypotheses were proposed: 1) Interest groups leave a negative effect on the joint energy diversification plans of the Baltic States; 2) The number of interest groups in year 2012-2013 has increase significantly to influence decision-making process in energy policy. The term ‘interest groups’ implies both natural persons and legal entities striving to influence the policy-makers to their benefit.
