Maģistra darbā „Starptautiskās sistēmas transformācijas īpatnības 21.gadsimta sākumā” ir mēģināts rast atbildi uz starptautisko attiecību jomā aktuālu jautājumu - kādas tieši izmaiņas notiek mūsdienu starptautiskajā sistēmā un kā iespējams teorētiski un praktiski pētīt šīs izmaiņas no starptautisko attiecību viedokļa. Saskaņā ar maģistra darbā izvirzītajiem uzdevumiem strukturālais reālisms tika ņemts par pamatu, noskaidrojot starptautiskās sistēmas teorētiskos pamatpostulātus un atsevišķās nodaļās detalizēti analizējot sistēmas izmaiņu konceptu. Lai iegūtu objektīvāku priekšstatu par starptautiskās sistēmas izmaiņām un to konceptualizēšanas iespējām, atsevišķās nodaļās tika analizēti starptautisko attiecību jomas pētnieku uzskati. Maģistra darba pēdējās nodaļās tika savstarpēji salīdzināti un izvērtēti pētnieku viedokļi, tostarp akcentējot problēmas, kas līdz pat mūsdienām saglabājas, mēģinot pētīt izmaiņas starptautisko attiecību jomā.
Maģistra darbā tika izvirzīta hipotēze, ka starptautiskās sistēmas izmaiņu koncepta definējums, kā arī izmaiņu rādītāju izstrāde un nākotnes situācijas izmaiņu prognoze nav iespējama. Izvirzītā hipotēze tika pierādīta, izpētes procesā konstatējot, ka sistēmas izmaiņu koncepts savā būtībā ir pretrunīgs un, mēģinot paplašināt izpratni par to, nepieciešams ne tikai noteikt teorētiskās robežas (viena starptautisko attiecību teorija vai teoriju salīdzinājums), bet arī izvirzīt striktus pētniecības empīriskos nosacījumus, lai netiktu izdarīti kļūdaini secinājumi. Bez tam, analizējot sistēmas izmaiņu koncepta problemātiku, ir jādefinē pētniecības līmenis, jo sistēmiskā līmenī veikti pētījumi nedod pamatu secinājumiem un atzinumiem par nacionālo pētniecības līmeni un otrādi, lai gan zināma korelācija starp šiem līmeņiem nav noliedzama. Četriem pētniekiem, kuru viedokļi tika salīdzināti maģistra darba ietvaros, ir vairākas līdzības un atšķirības, definējot sistēmas izmaiņas. Tomēr viņi nav izstrādājuši sistēmas izmaiņu izpētes rādītājus un nav definējuši kā var prognozēt izmaiņas sistēmā. Tāpēc izmaiņas turpina palikt kā viens no strīdīgākajiem starptautisko attiecību aspektiem. Pat nosakot striktas pētījuma robežas, teorētiskie un praktiskie izmaiņu pētījumi nebūs viennozīmīgi un tos būs iespējams interpretēt, turklāt izmaiņu pētīšana negarantē, ka iegūtos secinājumus varēs izmantot starptautisko attiecību jomas notikumu turpmākās attīstības scenāriju prognozēšanai. Būtībā jebkurš mēģinājums strikti definēt izmaiņu konceptu ir lemts neveiksmei, jo jebkuras izmaiņu pazīmes ir saistītas ar zināmiem pieņēmumiem. Iespējams, tāpēc starptautisko attiecību jomas teorētiķi izvairās no izmaiņu striktas konceptualizēšanas un determinējošu izmaiņu praktiskai pētniecībai piemērotu rādītāju definēšanas. The Master’s Paper “Transformation Peculiarities of International System at the Beginning of the Twenty-First Century” deals with the issues of what changes are taking place in modern international system and how it is both practically and theoretically possible to explore these changes from the point of view of international relations. The tasks set in the Master’s paper are based on the structural realism and explain the basic theoretical postulates of international system according to H. Bull, B. Buzan, M. Hollis, S. Smith, J. Mearsheimer, H. Morgenthau etc.). The analysis of the concept of the international system changes have been carried out in several chapters. In order to get an objective view on the changes of the international system and the possibilities of conceptualizing them, the views of four researchers in the field of the international relations were analyzed in detail. The last chapters of the Master’s Paper deal with the comparison and evaluation of the opinions of the researchers mentioned above as well as the problems that are still topical nowadays.
The hypothesis of the Master’s Paper concerns the possibility to unambiguously and theoretically define the parameters of the international system changes and to anticipate the system changes. What’s more, it is impossible to foresee the consequences of the changes provided the research of the system changes has been carried out within the framework of only one theory of international relations and exploring definite period of time. The research carried out in order to see that the nature of the concept of the system changes is very contradictory and in order to define it, it is necessary to establish strict borders in terms of theory used (one theory of international relations or the comparison of theories) as well as in the terms of empirical conditions under which the research should be carried out in order to avoid faulty conclusions. Besides, in order to carry out research of system changes it is essential to define the level of research, because the research conducted on systemic level is not enough to draw conclusions about the national level of research and vice versa.
Fulfilling the tasks and objectives set in the Master’s Paper, it was possible to prove the proposed hypothesis, because none of the structural realists’ researchers have ever come up with unambiguous parameters and prognoses of system changes. Changes are still one of the most disputable aspects of international relations. In order to grasp the complicated nature of the system changes, it is essential to define the conceptual conditions under which the research should be carried out. The conditions might consist of the following issues: through which theory the changes will be analyzed (within the framework of one theory or comparison of two or more theories), what level of research will be used (systemic or national, or the combination of them) and what chronological borders will be drawn (whether the conclusions drawn will refer to one certain period of time or whether it is possible to generalize the peculiarities of changes for any longer period of time). Besides, it is essential to separate what research will be conducted on – features of the changes or the changes will be analyzed as a process. Nevertheless, even carrying out the research under the conditions mentioned above, the conclusions drawn will still be ambiguous and they cannot be used to anticipate the future situations. Hence, the conclusion – any effort to define the concept of changes can fail, because any features of changes are only on the level of the researchers’ assumptions which might be interpreted in different ways. That is why many theoreticians in the field of international relations try to avoid the conceptualization of the changes and setting of the parameters of changes in order to carry out research.
