NATO transformācija pēc 2001. gada 11. septembra

Abstract

Darba tēma ir NATO transformācija pēc 2001. gada 11. septembra. Darbā tiek pētīta un izskaidrota situācija kāda tā bija pēc teroristu uzbrukumiem vienai no Ziemeļatlantijas līguma organizācijas valstīm, ASV. Tiek izvirzīta hipotēze, ka pēc 11. septembra teroristu uzbrukumiem Ziemeļatlantijas līguma organizācija ir transformējusies un veikusi plašus militāro spēku pielāgošanās pasākumus, lai spētu reaģēt uz asimetriskās karadarbības draudiem. Un līdz ar to mērķis ir aplūkot Alianses veiktās izmaiņas pēc 2001. gada, kā arī salīdzināt ar situāciju iepriekš, kā tieši ir mainījušās prioritātes. Kā jaunie draudi darbā tiek definēti visa veida teroristiskās izpausmes, ķīmisko, radioaktīvo un kodolieroču draudi, dažādu grupējumu nemieri u.c. Darba teorijas daļā tiek aplūkota alianšu definīcija, proti, kas tieši ir alianses un uz kādiem pamatiem tās balstās, tiek arī aplūkota un skaidrota transformācijas definīcija un dažāda veida pārmaiņas, kamdēļ un kā tās notiek. Svarīga darba sastāvdaļa ir transformācijas progresa shēmas veidošana un definēšana. Šī shēma sastāv no teorētiķa Džona Kotera astoņiem organizāciju transformācijas punktiem, kur katram punktam ir sava nozīme organizācijas turpmākajās pārmaiņās, sākot no neatliekamas apziņas nostiprināšanas līdz pat jaunievedumu apstiprinājumam. Teorijas daļā tiek aprakstīta arī asimetriskā karadarbības forma un izskaidrota tās būtība. Darba izpētes daļā tiek likts uzsvars uz NATO samitu aplūkošanu, konkrēti uz Prāgas samita laikā pieņemtajiem lēmumiem, kas tiek uzskatīts par svarīgu samitu tieši Alianses transformācijas ziņā. Autors kā pierādījumus savai hipotēzei par to, ka Alianse ir centusies pielāgoties asimetriskās karadarbības draudiem atrod tās veiktajos un apstiprinātajos plānos jau īsi pēc 2001. gada, kad tiek apjausts, ka šādi draudi ir aktuāli un NATO ir jāmainās, lai spētu ar tiem cīnīties. Tiek ieviesti vairāki terorisma apkarošanas plāni, sadarbības plāni ar Eiropas valstīm, partnerības plāni cīņai ar terorismu, jaunu vienību izveide, kas tieši balstās uz to, lai tajās būtu iekļautas jaunās tendences asimetriskās karadarbības apkarošanā. Nozīmīgs faktors ir ātrās reaģēšanas vienības izveide, kur tieši tiek apvienotas visas tendences uz ko tiecās Alianse turpmākajos gados, kas ir ātra reaģēšana un pārvietošana, efektīvas informācijas iegūšanas spējas un darbība. Autors secinājumos min, ka izvirzītā hipotēze ir apstiprinājusies, jo pēc detalizētas transformācijas shēmas pielāgošanas NATO darbībai atklājās, ka tā patiešām ir veikusi plašus militāro un visa cita veida pielāgošanas pasākumus, ko var nodēvēt par transformāciju, lai adaptētos jaunajai videi starptautiskajā arēnā.

The title of the paper is The Transformation of North Atlantic Treaty organization after 11th September, year 2001. Within the paper the explanation is made about the situation in which was NATO after the terrorist suicide attacks towards one of its members - The United States. The hypothesis of the paper is that after 11th September terrorist attacks the North Atlantic Treaty organization has made a transformation and accomplished the adjustment of its military forces so it can react with the growing threat of the asymmetric warfare. And the target of the research paper is to inspect the changes which the Alliance has made after year 2001 and compare it to the situation before, what has changed. As new threats the author defines all possible terrorist actions, chemical, radioactive and nuclear threats and any group made disturbances towards the Alliance. At the theoretical part of the paper the alliance theory is viewed, namely, what exactly are alliances and on what elements they are basing, also the explanation of the transformation definition is given including the reasons why transformations occur and how they do it. An important part of the work is the explanation of the scheme of transformation which is an eight point scheme where each point has its importance within the process of transformation starting from the establishment of the sense of urgency and finish with the consolidation of gains. At the theoretical part the asymmetrical warfare definition is given and the essence of it explained. At the empirical research part of the work the main emphasis is put on the NATO summit declarations research, mostly on the summit of Prague, year 2002, because this has been named the most influential summit for the transformation of the organization in total. The author for the explanation of his hypothesis, to prove that the Alliance has adapted its capacity to the new kind of asymmetric threats, finds already in the period after year 2001 when the Alliance understood that these threats are topical and NATO has change so it can compete further. Several action plans are brought forward, like, for the fight against terrorism, for the cooperation between NATO and the EU countries, partnership plan for the fight against terrorism, also the invention of new battalions which answer to the new threats which have been discussed in the paper. A crucial factor is the creation of response force, which was designed to answer the threats and which shows the development of the military which is going to be succeeded further in NATO. The author concludes that the hypothesis has been approved, because after the adaption of the transformation scheme towards the process it shows how the Alliance has changed after 2001.
