Latvijas Republikas Zemkopības ministrijas ārējās komunikācijas prakse: nacionālās preses analīze (2009-2010)

Abstract

Bakalaura darba tēma ir „Latvijas Republikas Zemkopības ministrijas ārējās komunikācijas prakse: nacionālās preses analīze (2009-2010)”. Darbā izvirzītā hipotēze - LR Zemkopības ministrija savā ārējā komunikācijā nenodrošina kvalitatīvu un daudzpusīgu informāciju publikām par savas nozares kompetences jautājumiem, šāda prakse neveicina valsts institūciju un iedzīvotāju savstarpējo dialogu un uzticēšanos valsts pārvaldei. Bakalaura darba teorētiskā bāze ir organizācija un tās ārējā komunikācija, nacionālās preses loma un ietekme sabiedrības informēšanā. Lai noskaidrotu, kā gan latviešu, gan krievu laikrakstos tiek publicēta ZM nozares informācija, izmantojot kvalitatīvo pētīšanas metodi - kontentanalīzi, bakalaura darbā pētīta Latvijas Republikas Zemkopības ministrijas (ZM) komunikācijas prakse ar nacionālo presi laika posmā no 2009. gada aprīļa - 2010. gada martam. Savukārt, lai noskaidrotu sabiedrības nostāju par ministrijas darbu/nozares pārvaldību, tika veikta kvantitatīvā aptuja. Tāpat tika veiktas ZM komunikācijas darbinieku intervijas ar mērķi noskaidrot, kā tiek vērtēta savstarpējā komunikācija ar nacionālo presi, un nozares ekspertu intervijas, lai noteiktu drukātās preses nozīmību kopējās lauksaimniecības politikas un sabiedrības viedokļa veidošanā. Darba gaitā secināts, ka nacionālajā presē latviešu valodā biežāk parādās negatīva satura publikācijas nekā krievu valodā izdotajos laikrakstos un ka sabiedrība kopumā ZM darbību vērtē kā neveiksmīgu.

The theme of Bachelor Work is “External Communication Praxis of the Ministry of Agriculture of the Republic of Latvia: Analysis of the National Press (2009-2010)”. The hypothesis set in the Work - the Ministry of Agriculture of the Republic of Latvia does not provide in its external communication the qualitative and wide information for publics on questions of its branch competence, such praxis does not promote mutual dialogue between government institutions and inhabitants, and the confidence to state government. The theoretical base of Bachelor Work is the organization and its external communication, the role and influence of national press in public information sphere. In order to study out how the information of the Ministry of Agriculture branch is published both in Latvian, and in Russian newspapers, by using the method of qualitative research – content analysis, communication praxis of the Ministry of Agriculture of the Republic of Latvia regarding to the national press in the period from April of 2009 till March of 2010 is researched in Bachelor Work. However, in order to clarify attitude of society to the management of Ministry work/branch, quantitative inquiry was performed. Similarly, the interviews with the Ministry of Agriculture Communication Department employees were performed with the aim to study out how the mutual communication with national press is estimated, and interviews with branch experts in order to define the significance of printed press in the formation of common politic of agriculture and opinion of society. During the course of work, it was concluded that publications of negative character more often are in Latvian national press than in the national Russian newspapers, and that on the whole society values the work of the Ministry of Agriculture as unsuccessful.
