Pārejas perioda valstīs politiskie notikumi parāda, ka politiskās partijas pārņem valsts pārvaldi, izmantojot to kā privāto ieguvumu avotu. Arī Latvijā valsts pārvaldē nodarbināto vidū ir manāmi politizācijas gadījumi, līdz ar to politiskās neitralitātes problēma ir aktuāla tēma.
Līdz šim politiskā neitralitāte valsts pārvaldē nodarbināto vidū ir tikusi maz pētīta. Šī darba mērķis ir izpētīt pašreizējo situāciju Latvijas valsts pārvaldē politiskās neitralitātes koncepta ietvaros. Noskaidrot, kā politiskā neitralitāte vai politiskā piederība atspoguļojas valsts pārvaldes darba kvalitātē un pēctecībā, kā tā ietekmē amatpersonas pienākumu izpildi.
Pētījuma rezultāts ir politiskās neitralitātes pašreizējās situācijas novērtējums IZM gadījumā un apzināti galvenie šķēršļi, kas kavē politiskās neitralitātes iedzīvināšanu Latvijā. In the countries of transition period there are evidences of political parties taking over governmental institutions, using them as a source of personal benefits. In Latvia there are noticeable cases of politicization among the employees of governmental institutions, wherewith political neutrality is a topical problem.
The aim of this paper is to examine the current situation of Latvian governmental institutions within the concept of political neutrality and to clarify how political affiliation affects the work quality in a governmental institution, how does it influence officials in charge of their duties.
The result of this research is an assessment of the current situation of political neutrality in the case of the Ministry of Education and Science and established main obstructions, which prevent to embody political neutrality in Latvia.
