Eiropas Savienības atbalsts lauku tūrisma attīstībai Latvijā

Abstract

Maģistra darba tēma ir “Eiropas Savienības atbalsts lauku tūrisma attīstībai Latvijā”. Darbs sastāv no ievada, četrām nodaļām, secinājumiem, priekšlikumiem izmantotās literatūras saraksta. Darbā apskatīti šādi galvenie jautājumi: 1)Investīciju būtība; 2)Lauku tūrisms kā viens no tūrisma nozares veidiem; tā attīstība Latvijā un galvenās attīstības problēmas; 3)Eiropas Savienības strukturālie fondi un to programmas, kas attiecas uz lauku tūrismu; 4)Eiropas Savienības strukturālo fondu administrēšanas sistēma Latvijā un tās problēmas. Pirmajā nodaļā tiek apskatīta investīciju būtība un klasifikācija, Valsts Investīciju programma, kā arī aplūkoti Eiropas Savienības struktūrfondi, kas ir viens no ārvalstu investīciju veidiem. Otrajā nodaļā, kas saucas Lauku tūrisma nozīme Latvijā un tā attīstības problēmas, ir aprakstīta lauku tūrisma attīstība Latvijā, esošās problēmas šajā jomā, kā arī aplūkotas pieejamās valsts un Eiropas Savienības investīcijas. Trešajā nodaļā ir sniegts detalizēts apskats par Eiropas Savienības strukturālajiem un pirmsstrukturālajiem fondiem un programmām lauku tūrismā. Ir apskatīta šo finanšu instrumentu būtība un pieejamais finansējums. Ar ceturtās nodaļas palīdzību vēlējos parādīt Eiropas Savienības struktūrfondu administrēšanas sistēmu Latvijā, kāda tā ir saskaņā ar Eiropas Savienības noteikumiem, kā arī sistēmas nepilnības. Šajā nodaļā tiek piedāvāti risinājumi administrēšanas sistēmas vienkāršošanai.

The topic of the Master Theses is “The Regional Support of the European Union for the Development of Rural Tourism in Latvia”. Theses consist of the introduction, four chapters, conclusions, propositions and the list of literature used. The main issues discussed in the theses are: 1)The essence of the investments; 2)Rural tourism as a type of the branch of tourism; its development in Latvia and the main problems of its development; 3)Structural funds of the European Union and their programs, that are related to the rural tourism; 4)The administration of the structural funds of the European Union in Latvia and its problems. The first chapter considers the essence of the investments and its classification, State Investment program. Also the structural funds of the European Union are discussed that is one type of the foreign investment. The second chapter “The significance of the rural tourism in Latvia and its development issues” describes the development of the rural tourism in Latvia, existing problems in the sphere, as well as the available investments of the state and the European Union. The third chapter gives the detailed survey on structural funds of the European Union and programs for the rural tourism. The essence of theses financial instruments and available funding are described. In the fourth chapter the system of administration of the European structural funds is described, how it functions in accordance with the regulations of the European Union. The imperfections of the system are considered, too. In this chapter the solutions for the simplification of the system of administration are developed.
