Gulbenes novada pašvaldības budžeta analīze

Abstract

Bakalaura darba tēmai tika izvēlēta Gulbenes novada budžeta analīze, jo sākoties krīzei un samazinoties ienākumiem, daudzi cilvēki devās uz ārzemēm, labākas peļņas meklējumos, līdz ar to ietekmējot ekonomisko situāciju valstī un pašvaldībās. Iedzīvotājiem aizbraucot no pašvaldībām, samazinājās pašvaldības ienākumi, jo strauji samazinājās transfēri un iedzīvotāju ienākuma nodokļa maksātāju skaits, bet šis nodoklis veido vienus no lielākajiem budžeta ieņēmumiem. Valdība dažādos veidos centās samazināt aizbraukušo skaitu, bet tas neizdevās un, tāpēc tika palielinātas nodokļu likmes, lai gūtu lielākus ienākumus. Pašvaldība vislielāko ienākumu kritumu izjuta 2011. gadā un palikušajiem iedzīvotājiem centās piedāvāt dažādas iespējas nākotnes attīstībai, lai palielinātu finanšu līdzekļus. Darba mērķis ir, pamatojoties uz pieejamās datu analīzes pamata, izpētīt Gulbenes pilsētas pašvaldības budžetu, izstrādāt priekšlikumus pašvaldības budžeta veidošanai un finanšu iespēju piesaistīšanai. The bachelor’s graduation work theme is Gulbenes region budget analysis. The work theme was selected because when the recession began and public income had decreased, many people decided to relocate abroad to seek better income which has an impact on the economic situation in the country and effected the regional government budget. The income tax represents one of the largest budget revenues. When residents left the country the local government revenues dropped due a decrease in transfers and income tax payments. The government tried a variety of methods to stop the general public from searching for work abroad. However the methods proved unsuccessful which lead to an increase in tax rates in order to generate more income. The municipality experienced the largest fall in income in the year 2011.
