Šajā darbā autors izvirza hipotēzi, ka 89 Latvijas pašvaldību attīstība ilgtermiņā var tikt traucēta, jo 2014.-2020.gadu periodā atbalsts infrastruktūrai no ES fondiem tām tiek ierobežots. Darba mērķis ir izvērtēt minēta riska pamatotību un kohēzijas politikā piemērota „9+21” modeļa iespējamo ietekmi uz sociālekonomisko nevienlīdzību mazināšanu Latvijas pašvaldībās.
Darba uzdevumi ir šādi:
1. analizēt teritoriālo pieeju kohēzijas politikai 2014.-2020.g. Eiropas mērogā;
2. identificēt iespējamos riskus saistībā ar „9+21” modeļa izvēli;
3.analizēt modeļa „9+21” ES fondu sadalē iespējamo ietekmi uz visām pašvaldībām;
Darbā tiek izmantotas kvalitatīvas un kvantitatīvas pētniecības metodes. Ir piedāvāts ES fondu teritoriālo ieguldījumu ietekmes izvērtējumu veikt, izmantojot rangu sistēmu un diferencētu parametru vērtēšanas skalu.

In this thesis the author advances hypothesis, that sustainable development of 89 Latvian municipalities could be dwarfed because the support for infrastructure from EU funds will be limited during the period 2014-2020.
The aim of the study is to evaluate this risk, as well as to estimate possible impact on local socioeconomic inequalities since the „9+21” model is applied in the cohesion policy.
The objectives of the research are as follows:
1. to analyse territorial approach in cohesion policy 2014-2020 in European scale;
2. to identify the model „9+21” possible risks;
3. to analyse the model „9+21” possible impact on local municipalities.
The qualitative and quantitative research methods are used in the thesis. The author proposes to estimate territorial impact of the EU funds using ranks system and differentiated scale of parameters.
