Baltijas elektroenerģijas tirgus izpēte

Abstract

Praktiski visā pasaulē un arī Latvijā ir ticis atzīts, ka tirgus un konkurence ir galvenais mūsdienu ekonomikas attīstības mehānisms. Tirgus funkcionēšanas efektivitāte paaugstinās, aktivizējoties konkurencei un uzlabojoties apstākļiem tās izpausmei. Elektroenerģija ir viens no šī procesa rezultātā radītajiem produktiem un vissvarīgākais sekundārais enerģijas resurss, kas rada būtisku ietekmi uz valsts enerģētikas bilanci. Tāpēc ar elektroenerģiju saistītie jautājumi ir nozīmīga jebkuras valsts enerģētikas nozares sastāvdaļa. Maģistra darbā pētīts Baltijas elektroenerģijas tirgus, konkurences elementu rašanās nepieciešamība, visu trīs Baltijas valstu elektroenerģiju tirgi, esošie starpsavienojumi un jaunu starpsavienojumu nodrošināšana, kā arī darba rezultātā izstrādāti konkrēti priekšlikumi konkurences veidam Baltijas elektroenerģijas tirgū. Maģistra darbs sastāv no četrām daļām, kur kopējais apjoms ir 85 lpp. Darbā izmantotas 6 tabulas un 9 attēli, literatūras avoti. Pirmā daļā veikts konkurences teorijas un tirgus modeļu izvērtējums. Otrā daļā dota elektroenerģijas tirgu tiesiskās vides attīstības tendences. Trešā daļā analizēts kopējais Baltijas elektroenerģijas tirgus raksturojums. Ceturtā daļā iekļauta konkurences analīze pēc M. Portera piecu spēku metodes un autores izstrādāts konkurences veids Baltijas elektroenerģijas tirgū. Maģistra darba rezultātus varētu izmantot pētot gāzes tirgu, naftas tirgu un atjaunojamo energoresursu jomu. Practically in the whole world as well as in Latvia, the market and the competition have become the main developmental mechanism in economics. The efficiency of the functioning of the market increases by activating the competition and improving the conditions of its expression. Electricity energy is one of the products made in the result of this process and it is also the most important secondary energy resource which has a relevant influence on the State energy balance. Therefore questions regarding the electricity energy are a very notable part of energy industry in any country. This Master’s paper investigates the Baltic electricity energy market, the need of competition elements, electricity energy market in all the three Baltic States, the existing intermediate compounds and the ensuring of new intermediate compounds, it also includes some concrete proposals for the mode of competition in the Baltic electricity energy market made in the result of this research work. The Master’s paper consists of 4 parts with the total amount of 85 pages. There are 6 tables and 9 images used in this paper in order to clearly disclose the tendency to the evolution of market. The first part examines the theory of competition and the reference of market samples. The second part is about judicial developmental tendencies of the electricity energy market. The third part regards the common characteristics of the Baltic market. The fourth part includes analysis of competition according to Professor M. Porter’s “Five Forces” method and the type of competition in the Baltic electricity energy market, worked out by the author of this paper. The solution for the themes examined in this paper could be used in research of gas and oil market.
