Politiskās komunikācijas atspoguļojums 2008.gada augustā laikrakstos „Diena” un „Vesti Sevodņa” referenduma „Par valsts pensijām” laikā

Darbs ir veltīts tēmai, kas ir raksturīga ikvienai demokrātiskai valstij, proti, brīvai politiskai komunikācijai preses medijos. Lai specializētu tēmu, tā ir ierobežota laikā un telpā, t.i., atspoguļota politiskā komunikācija laikrakstos „Diena” un „Vesti Sevodņa” laika posmā no 1. līdz 31. augustam referenduma „Par valsts pensijām” kontekstā.
Esmu pievērsies šai tēmai, jo tā, manuprāt, ļoti skaidri raksturo mūsdienu situāciju Latvijā. Proti, solidarizācijas trūkums sabiedrībā, augstas politiskās kultūras neesamība valsts varas elites līmenī un mediju nevīžīgā atbildība brīvas un atklātas informācijas izplatīšanā. Politiskās komunikācijas atspoguļošanā laikrakstos bija identificējamas visas šīs iepriekšminētās lietas. No šī izriet arī pētījuma darba uzdevumi: noskaidrot visus politiskajā komunikācijā iesaistītos dalībniekus; noskaidrot visu iesaistīto dalībnieku argumentus un viedokļus par referendumu; identificēt pretnostatījumus politiskās komunikācijas procesā; noskaidrot referendumu tematikas intensitāti abos laikrakstos; noskaidrot redakcionālās nostājas atšķirības abos laikrakstos; izanalizēt politiskās komunikācijas vides kopīgās un atšķirīgās iezīmes.
Kā darba mērķi esmu izvirzījis noskaidrot šādu hipotēzi: referenduma „Par valsts pensijām” laikā politiskās komunikācijas procesā laikrakstos bija novērojams sociālo grupu pretnostatījums ekonomisko ieguvumu un/vai zaudējumu aspektā. Lai pierādītu vai apgāztu izvirzīto hipotēzi esmu izvēlējies veikt gan laikrakstu satura kvantitatīvo analīzi, gan satura kvalitatīvo analīzi. Pēc šādām pētījuma metodēm ir iespējams izdarīt secinājumus par politisko komunikāciju abos laikrakstos.
Pēc satura kvantitatīvās analīzes veikšanas varu secināt, ka laikrakstā referenduma „Par valsts pensijām” tematika tika aktualizēta tikai nedēļu pirms referenduma, tādējādi varu apgalvot, ka sabiedrībai bija ļoti īss brīdis, lai iedziļinātos jautājuma būtībā un kompetenti piedalītos komunikācijas procesā. Tādēļ galvenie komunikācijas dalībnieki bija politiskās varas pārstāvji un pats preses medijs. Pēc satura kvalitatīvās analīzes veikšanas var secināt, ka laikrakstos bija identificējami gadījumi, kuros politiskās varas pārstāvji komunikācijas procesā nāca klajā ar apgalvojumiem, kuros bija identificējama cilvēku baidīšana ar traģisku attīstības scenāriju referenduma pozitīva rezultāta gadījumā. Savukārt krievu preses medijā nebija novērojams brīvs un daudzpusīgs politiskās komunikācijas process, jo bija ļoti izteikta redakcionālās nostājas afišēšana. Research is devoted to the theme, which is inherent in any democratic state, namely, to free
political communication in the press media. For specialized theme, it is limited in time and
space, i.e., reflected in political communication in newspapers “Diena” and “Vesti Sevoda”
during the period from 1.to 31.August referendum, “On State Pensions” context.
I have focused into this subject, because it, in my opinion, very clearly describes the situation
in today's Latvia. Namely, solidarity’s lack of society, high political culture’s nonbeing a
state’s power in elite’s level and the media’s negligent responsibility in free and open
information disseminating. In political communication’s reflection in the newspapers had
recognizable all of the afore mentioned things. From this follows the study of work tasks:
ascertain all the participants who are involved in the political communication; ascertain the
arguments and standpoints of involved members about the referendum; identify oppositions in
the political communication process; ascertain intensity of referendum subjects in newspapers
“Diena” and “Vesti Sevoda”; ascertain the editorial positions differences in two newspapers;
analyze the political communication’s environment common and distinctive features.
As the objective of research I have brought forward to clarify the following hypothesis: the
referendum “On State Pensions” political communication during the process of the
newspapers was seen in the social groups of opposition economic benefit and/ or loss aspects.
In order to prove or overturn the hypothesis I have chosen to perform the newspaper
quantitative and qualitative content analysis. After these research methods is able to
accomplish conclusions about the political communication in two newspapers.
After the quantitative content analysis can infer that the newspaper referendum “On State
Pensions” themes were updated just a week before the referendum, thus I can assert that the
society had a very brief moment to enter into the essence of question of the referendum and
competence to participate in the communication process. Therefore, the main communication
participants were representatives of political power and the press media. After the contents of
the qualitative analysis can be concluded that the in newspapers were identified the situations
in which the political authorities for the communication process appeared with the allegations,
which were identified by people fear with tragic scenarios with a referendum if the result is
positive. In turn, in Russian press media had not observed free and many-sided process of
political communication, as there was very strong stance of editorial positions.
