Sociālo pakalpojumu pieejamība Baltinavas novadā pēc administratīvi teritoriālās reformas

Abstract

Darbā tiek apskatīts kādā apjomā un kādā kvalitātē tiek nodrošināti Baltinavas novada iedzīvotājiem nepieciešamie sociālie pakalpojumi. Bakalaura darba mērķis ir pētīt sociālo pakalpojumu pieejamību Baltinavas novadā pēc administratīvi teritoriālās reformas. Darba teorētiskajā daļā tika apskatīta literatūra par dzīves kvalitāti, sociālajiem pakalpojumiem to pieejamību un specifiku lauku teritorijās. Darba izstrādē tika pielietotas kvalitatīvās – dokumentu analīze, ekspertu intervijas un kvantitatīvās pētījumu metodes – Baltinavas novada iedzīvotāju aptauja. Analizējot iegūtos datus tika noskaidrots Baltinavas novadā pieejamo sociālo pakalpojumu klāsts un tā izmaiņas pēc administratīvās teritoriālās reformas, iedzīvotāju viedoklis par saņemtajiem sociālajiem pakalpojumiem un pašvaldības stratēģija sociālo pakalpojumu nodrošināšanā.

The thesis explores to what extent and how high quality are provided the necessary social services for inhabitants of Baltinava county. The aim of the bachelor thesis is to explore availability of the social services in Baltinava county after the administrative territorial reform. In the theoretical part was given literature on quality of life, the availability and nature of social services in rural areas. In the thesis were used qualitative methods as – analysis of documents, interviews with experts and quantitative research method – survey of inhabitants of Baltinava county. Analysis of the data showed the range of social services available to Baltinava county, and it’s change after the administrative and territorial reform, public opinion on the received social services and local government strategy for providing social services.
