In the research foreseen the optimal possible action of the Latvian State to cooperate with Europe in scope of Space exploration program and policy during the period after signing of Cooperation Agreement with ESA (March 2013). Three possible scenarios of a policy are considered. Zero scenario foresees a passive role of observer to the Latvian Government. The second scenario predicts an option to introduce a limited cooperation with ESA and for 10 years maintain the status of Cooperation State. The third scenario forecasts the maximally complete cooperation with ESA, when after procedural 5 year term of Cooperation State Latvia becomes a Member State. The research used a method of forecast, which consists of study of three scenarios, cost benefit analysis of policy implementation, expert assessments and SWOT analysis. Some attention is paid to the experience of different countries in period of introduction its space policies in the EU context.
