Reģionālās mobilitātes pasākumu "Darbs Latvijā" ieviešanas problēmas

Abstract

Izstrādātā bakalaura darba pētījuma mērķis ir noskaidrot reģionālās mobilitātes pasākumu “Darbs Latvijā” ieviešanas problēmas.

Pētījuma teorētiskais pamatojums galvenokārt balstīts uz rīcībspējas un aktīvās nodarbinātības politikas teorijām, ko izstrādājuši un aprakstījuši L. Kenvortijs, L. Virts un A. Zobena. Tiek izmantotas arī D. Bites teorijas par reģioniem un to attīstību.

Pētījuma rezultāti tikai iegūti izmantojot kvalitatīvas metodes un ir balstīti uz piecām intervijām ar ekspertiem no Nodarbinātības valsts aģentūras un Labklājības ministrijas.

Pētījuma rezultātā ir iegūta informācija par reģionālās mobilitātes pasākuma “Darbs Latvijā” ieviešanas un realizācijas problēmām, kā arī iesaistīto pušu aktieru viedokļu analīze.

Tiek secināts, ka galvenās reģionālās mobilitātes pasākumu “Darbs Latvijā” ieviešanas problēmas ir saistītas ar pabalsta saņemšanas kritēriju neizpildi. Problēmas ir arī informācijas nepietiekamība par to, ka šāds pabalsts ir un sliktais infrastruktūras stāvoklis reģionos.

The aim of the Bachelor thesis is to examine the issues regarding the implementation of regional mobility measures ‘Work in Latvia'.

The research is based on theoretical sources of capacity and active employment politics that are developed and described by L. Kenworthy, L. Wirth and A. Zobena. The theories by D. Bite of regions and their development are used as well.

The data was gained with qualitative data collection methods and are based on 5 interviews with experts from The State Employment Agency and The Ministry of Welfare of Latvia.

As a result of the study the information linked to the issues regarding the implementation of regional mobility measures ‘Work in Latvia' is gained, as well as the opinion analysis of the involved politic actors.

It can be concluded that the main issues regarding the implementation of regional mobility 'Work in Latvia' are related to non-compliance of the criteria for receiving allowance. Another problem is the insufficiency of the information about the existence of such an allowance and the poor condition of infrastructure in regions.
