Vidējie uzņēmumi ir ļoti nozīmīgi spēlētāji Vācijas tautsaimniecībā un saprot izaicinājumus globālajā tirgū. Tiem uzmanība jākoncentrē uz izaugsmes prioritātēm, sastopoties ar pieaugošu spēcīgu globālo konkurenci apkārtējā vidē. Lai noturētos šādā tirgus situācijā, tiem ir agresīvi jāizplešas, bet vienlaikus arī jārada peļņa, kļūstot lielākiem. Tāpēc, jo īpaši vidējiem uzņēmumiem, jāizmanto iespēja un izaicinājums izvēlēties atbalstošu uzņēmumu resursu plānošanas (URP) sistēmu.
Šajā promocijas darbā pētīts lēmumu pieņemšanas process mazos un vidējos uzņēmumos (MVU), īpašu uzmanību pievēršot URP sistēmas izvēlei. Šīs pieejas raksturlielumu analizēšana un atspoguļošana noveda pie padziļināta pētījuma par lēmuma pieņemšanā iesaistītajiem cilvēkiem, sekojot izvēles procesa struktūrai un lēmumu pieņemšanas kritēriju noteikšana. Darba mērķis ir pierādīt saistību starp lēmumu pieņemšanas procesu, izvēloties URP sistēmu, un apmierinātību ar izvēlēto URP sistēmu, atbilstoši noteiktiem kritērijiem.
Promocijas darba teorētiskā daļa balstās uz dziļu literatūras pētījumu par organizāciju un lēmumu pieņemšanas teorijām, īpaši uzsverot Nobela prēmija laureātu H. A. Saimona (H. A. Simon) un D. Kānemana (D. Kahneman) priekšstatus us par lēmumu pieņemšanas efektivitātes rezultātiem, ierobežotās racionalitātes un izredžu teoriju (Simon, 1978).1
Literatūras analīze uzsvaru liek uz izvēli un lēmumu pieņemšanas modeļiem, kā arī uz panākumu kritēriju pētījumu. Izmantojot iegūtos rezultātus, autore izveidojusi uz kritērijiem balstītu modeli, sakārtojot apmierinātību ar URP sistēmu ar izvēles procesa kvalitāti uz izmērāmiem pamatiem, kas ir pētījuma unikalitāte.
URP dzīves cikls (izvēle, ieviešana un darbība) ir ļoti sarežģīts tieši MVU, lai to īstenotu, jo MVU reti izmanto strukturētu ieviešanas procesu (Verville, 2003, 585. lpp.).2 Tāpēc bija ticami sākt šo pētījumu kvalitatīvi, veicot daļēji strukturētas intervijas un uzņēmumu gadījuma analīzi. Pēc šīs sākotnējā kvalitatīvā hipotēzes pierādījuma, tika izmantotas kvantitatīvās metodes. Tika veikts lauka kvazi-eksperiments ar URP profesionāļiem, kam sekoja detalizēta anketa, kas pētījuma rezultātus apstiprināja arī kvantitatīvi.
Pētījuma rezultāts, ka starp procesa īstenošanas kvalitāti un apmierinātību ar URP sistēmas izvēli ir pozitīva attiecība, ir izmantojams daudzos MVU. Piedāvātais modelis, tāpat kā strukturētais kritēriju kopums, ir labs sākuma punkts tālākiem pētījumiem, kā arī var kalpot kā pamats citu uzņēmumu gadījumu izpētei.

Mid-size companies are very important players in the German economy and understand their challenges in the global market. They need to focus on following their growth priorities while being confronted with an increasingly tough globally competitive environment. To remain in that new market situation they need to expand aggressively but profitably while growing organically. Therefore, especially mid-size companies have to take the chance and challenge to select a supporting ERP system.
This dissertation investigates in the strategic decision making process of small and medium-sized enterprises (SME) with the special focus on the selection of an ERP system. Analysing and reflecting the specifics of this approach, let to the extended research along the decision people, following a selection process structure and identifying the decision criteria. The aim is to prove the relation of the decision making process (the selection) of an ERP system with the satisfaction of the chosen ERP system along a set of criteria.
The theoretical part of the dissertation is based on a well-funded literature research in the area of organization and decision making theories, particularly emphasizing Nobel Prize Laureates H. A. Simon and D. Kahneman`s concepts of decision making efficiency outcomes, bounded rationality and prospect theory (cf. Simon, 1978).1
Very detailed literature reviews have been executed focusing on selection and decision making models as well as detailed research on the success criteria. Using the results, a criteria based model has been developed, with the uniqueness of aligning the satisfaction of the ERP system with the quality of the selection process on a measureable basis.
The ERP life-cycle (selection, implementation & operation) is very complex and challenging to execute especially for SMEs which seldom use a structured implementation process (cf. Verville, 2003, p.585).2 Therefore it was a valid to start this research qualitatively executing a series of semi-structured interviews and company case studies. After this first qualitative verification of the hypothesis a quantitative research approach was taken. The execution of a quasi-field experiment with ERP professionals followed by a detailed questionnaire supported the findings quantitatively.
The result of this research, being a positive relation between the quality of the execution process and the satisfaction with the ERP system, will be useful for many SME companies. The suggested model as well as the structured set of criteria will be a good starting point for further research as well as a basis for additional case companies.
