Abstract

Diplomdarba galvenais mērķis ir izpētīt ES fondu 2007.–2013. gada plānošanas perioda 3 darbības programmu īstenošanu Latvijā, tās ietekmējošos faktorus un izstrādāt priekšlikumus 2014–2020. gada perioda programmas finansējuma apguves efektivitātes palielināšanai. Izvēlētā tēma ir aktuāla, jo 2007.-2013.gada ES fondu investīciju periods ir nonācis noslēguma fāzē un ir būtiski veikt nepieciešamos secinājumus, lai nākamā ES finansējuma perioda līdzekļi tiktu apgūti vēl produktīvāk. Darba pirmajā daļā uzmanība tiek pievērsta investīciju jēdzienam un tā būtībai. Darba otrajā daļa autos analizē ES fondu darbības programmu „Cilvēkresursi un nodarbinātība”, „Uzņēmējdarbība un inovācijas” un „Infrastruktūra un pakalpojumi” stratēģiju, finansējuma plānu un finansējuma apguvi. Visbeidzot trešā daļa ir veltīta veikto ekspertu interviju analīzei, ar kuru palīdzību tika noteiktas ES finansējuma programmu apguves tendences un galvenie apguves riska faktori. Pamatojoties uz darbā veikto pētījumu un analīzi, tika izdarīti secinājumi un izvirzīti priekšlikumi.

The main objective of diploma thesis is to study implementation of 3 operation programmes from 2007. - 2013. EU funding period in Latvia, unfold its influencing factors and make proposals for implementation enhancement of next 2014.- 2020. EU funding period. This topic is live because 2007. - 2013. EU funding period is at its finals phase and it`s essential to make the necessary conclusions which could give possibility to improve the productivity of next EU funding period acquisition. The first part of the work focuses on the concept of investment and its nature. In the second part the author analyses the EU funds operational programs "Human resources and employment", "Entrepreneurship and innovation" and "Infrastructure and services" strategy, financing plans and the acquisition of funding. Finally, the third part is devoted to the analysis of expert interviews, through which author has identified main tendencies and risk factors of acquisition of EU funded programs. On the basis of the research and analysis, led to conclusions and set proposals for reduction of risks and increase the efficiency for 2014. – 2020. EU fond investment implementation.
