Baltijas valstu pensiju sistēmu veidošanās un to pilnveidošanās analīze

Abstract

Maģistra darba tēma ir „Baltijas valstu pensiju sistēmu veidošanās un to pilnveidošanās analīze”. Demogrāfisko pārmaiņu radītās problēmas arvien ir centrālais punkts debatēm ne tikai Baltijas valstīs, bet arī visā Eiropas Savienībā kopumā. Iedzīvotāju straujā novecošanās, jo īpaši kopā ar darbaspēka samazināšanos, rada bažas gan par pensiju sistēmu ilgtspēju, gan par nākotnes ekonomisko izaugsmi. Līdz ar to viens no aktuālākaiem jautājumiem Baltijas valstīs ir, kā nodrošināt ilgtspējīgu sociālās aizsardzības shēmu, nepalielinot demogrāfisko un nodokļu slogu uz nākamajām paaudzēm nākotnē. Darba mērķis ir, pamatojoties uz Baltijas valstu pensiju sistēmu izpēti, kā arī makroekonomisko un demogrāfisko rādītāju analīzi, identificēt nozīmīgākās Baltijas valstu pensiju sistēmu problēmas un izstrādāt priekšlikumus to pilnveidošanai. Darbs sastāv no trīs nodaļām un četrām apakšnodaļām. Darba pirmajā daļā ir veikta visu trīs Baltijas valstu pensiju sistēmu veidošanās analīze, kā arī to salīdzināšana, atklājot kopīgās un atšķirīgās iezīmes. Darba otrajā nodaļā tika veikta Baltijas valstu maroekonomisko un demogrāfisko rādītāju analīze un to salīdzināšana, identificējot nozīmīgākās pensiju sistēmu problēmas. Darba trešajā nodaļā tika izstrādāta anketa un veikta anketēšana ar mērķi noskaidrot Latvijas iedzīvotāju uzticību pensiju sistēmai, kā arī ieinteresētību sava nākotnes pensiju kapitāla veidošanā. Darba noslēgumā tika veikti secinājumi un izstrādāti priekšlikumi Baltijas valstu pensiju sistēmu pilnveidošanai. Maģistra darba apjoms ir 95 lappuses, tas sastāv no 3 nodaļām un 4 apakšnodaļām, iekļaujot 10 tabulas, 60 attēlus, 8 formulas un 7 pielikumus.

The title of the master’s thesis is „Formation and the improvement analyse of Baltic states pension systems”. The problems caused by demographic changes continue to be the focal point of the debates, not only in Baltic States, but also throughout the European Union. The rapid ageing of the population, especially together with labour force decrease, cause concern not only for sustainability of pension systems, but also for future economic growth. Therefore, one of the most pressing issues in the Baltic countries is, how to provide sustainable social protection scheme, without increasing the demographic pressure and the tax burden on the younger generations in the future. The aim of the work, based on the research of Baltic States pension systems, as well as on analysis of macro-economic and demographic indicators, to identify the most important problems of Baltic pension systems and develop proposals for their improvement. The work consists of three chapters and four subdivisions. In the first chapter has been made analysis of all three Baltic States pension systems, as well as comparison of them, revealing common features and differences. The second chapter is carried out analysis and comparison of the macro-economic and demographic indicators in the Baltic States, identifying the most important problems in the pension systems. In the third section there was designed the questionnaire and carried the survey with the aim to find out confidence of Latvian citizens' in the pension system, as well as their interest in making their future pension capital. At the end of the work there was made the conclusions and given the suggestions for the improvement of Baltic States pension systems. The capacity of master’s thesis is 95 pages, it consists of 3 chapters and 4 subchapters, including 10 tables, 60 pictures, 8 formulas and 7 attachments.
