Problēmas dzīvojamo telpu īres tiesisko attiecību regulējumā

Abstract

Maģistra darba tēma ir “Problēmas dzīvojamo telpu īres tiesisko attiecību regulējumā”. Minētās tēmas aktualitāti apstiprina ažiotāža, kas izveidojās līdz ar Latvijas Republikas Ekonomikas ministrijas 2013.gada beigās sagatavoto likumprojektu “Dzīvojamo telpu īres likums”, un neskaitāmās tiesvedības, kuru skaits palielinās katru dienu. Maģistra darba mērķis ir rast risinājumu dzīvojamo telpu īres tiesisko attiecību regulējuma problēmām. Maģistra darba uzdevums ir novērot un analizēt dzīvojamo telpu īres tiesisko attiecību regulējumu un identificēt problēmu rašanās iemeslus. Maģistra darba galvenie secinājumi ir nepieciešamība noregulēt dzīvojamo telpu īres līgumu uzskaiti un vienkāršot dzīvojamo telpu īres maksas noteikšanas un grozīšanas kārtību.

The topic of the thesis is “Problems Of Regulation Of Residential Tenancy Juridical Relation”. The relevance of the thesis is found in the issue of bill „Residential Tenancy Law” by Ministry of Economics of the Republic of Latvia in the end of year 2013, and uncountable legal proceedings, the number of which is rising every day. The purpose of this thesis is to offer a solution for the residential tenancy regulation issue. This thesis analyzes and evaluates the residential tenancy regulation, and identifies the causes of the issue. The main conclusions of this thesis are the need to regulate the registration of the residential tenancy contracts as well as the need to simplify the process of tenancy payments and modifications.
