ES enerģijas politika un Turcijas loma energoapgādes drošības kontekstā.

Abstract

Ņemot vērā vietējo energoresursu trūkumu, ES ir bijusi enerģijas importētājas pozīcijā jau kopš tās dibināšanas. Lai gan energoapgādes drošība galvenokārt ir bijusi ES darba kārtībā, tikai nesen ir veikti stingri drošības pasākumi. Konflikts starp Ukrainu un Krieviju sākās 2013. gadā un parāda, cik steidzama un stingra rīcība ir nepieciešama, lai tiktu nodrošināta droša energoapgāde. Saistībā ar iepriekš minēto, enerģijas piegāžu diversifikācija ieņem ļoti īpašu lomu dalībvalstu dienaskārtībā kopā ar to uzticamo sabiedroto - Turciju. Šī pētījuma mērķis ir izskaidrot kā ES enerģētiskā atkarība ir mainījusies laika gaitā, analizēt esošos energoapgādes drošības pasākumus un pierādīt Turcijas lomu drošas energoapgādes nodrošināšanā ES. Pētījumā tiek apgalvots, ka Turcija spēlē galveno lomu dažādu energoresursu drošai nogādāšanai no dažādām ražotājvalstīm.

With the lack of indigenous energy resources, EU has been in an energy importer position from the beginning of establishment. Although energy security has mostly been on EU agenda, strict measures were not taken until recently. The conflict between Ukraine and Russia started in 2013 has shown the urgency and severity of the need for action on securing energy supply. Within this regard, diversification of energy supplies holds a special place for Member States along with a reliable counterpart. In this study, it is aimed to explain how energy dependency of EU shaped in time, analyse current measures taken for securing energy supply and demonstrate Turkey’s role in achieving energy security of the Union. In the study, it is argued that Turkey has a key role for secure transfer of diverse energy resources from different producer countries.
