Sovereign of a democratic state has the right of self-determination which includes the states positive obligation to ensure self-determination mechanisms. Self-determination of society promotes the empirical expression of civil society - public participation which cannot be formal. Both the state and the society are responsible for the participation to be effective. Self–determination is not only a right it is also the ability to exercise these rights based on the preconditions made by the state.
Latvian civil society has a tendency to be active but not in the traditional understanding of the phenomenon. Socialization takes an important role in the self-determination process, while a threat to modern civil society's ability to self-determine besides the low trust in government is the low credibility of information expressed by mass media.
