Maģistra darbs sniedz ieskatu par zaļo publisko iepirkumu, tā nepieciešamību un organizēšanu Latvijā un Eiropas Savienībā. Zaļais publiskais iepirkums tā sabiedriskās un valstiskās nozīmības dēļ Latvijā ir viens no aktuālākajiem jautājumiem un diskusiju objektiem. Saskaņā ar Eiropas Savienības nostādnēm par ilgtspējīgas un gudras sabiedrības un ekonomikas attīstības stratēģiju, zaļais publiskais iepirkums ir viena no prioritātēm dabas resursu saglabāšanai tagadnē un nākotnē. Eiropas Savienības dalībvalstīs un Latvijā zaļā publiskā iepirkuma ieviešana un pielietošana tiek risināta valstiskā līmenī, tajā iesaistot gan sabiedrību, gan iepirkuma organizētājus. Eiropas Savienības institūcijas regulāri veic izmaiņas dažādos normatīvos aktos un izstrādā ieteikumus zaļā publiskā iepirkuma organizēšanā. Maģistra darba mērķis ir iepazīstināt ar publisko iepirkumu, zaļo publisko iepirkumu un tā normatīvo regulējumu, analizēt zaļā publiskā iepirkuma iespējamās problēmas, piedāvāt problēmu risinājums, kā arī iepazīstināt ar citu Eiropas valstu normatīvo regulējumu un pieredzi zaļā publiskā iepirkuma realizēšanā. Darbs ir izstrādāts, izmantojot publicēto zinātnisko literatūru, normatīvos aktus, tiesu prakses spriedumus, konferenču un aptauju materiālus, statistikas pētījumus Latvijā un Eiropā The Master’s Thesis provides an overview of green public procurement, the need for and organisation thereof in Latvia and the European Union. Due to its social and national importance, green public procurement is among the most current issues and discussion topics in Latvia. According to the European Union guidelines, with regard to a sustainable and clever social and economic development strategy, green public procurement is one of the priorities in relation to the preservation of natural resources now and in the future. The implementation and application of green public procurement in European Union Member States and in Latvia is handled at the national level, engaging both society and procurement organisers. The European Union’s authorities regularly amend different regulatory enactments and draft recommendations for the organisation of green public procurement. The aim of the Master’s Thesis is to present public procurement, green public procurement and the legal framework thereof, to analyse the potential problems of green public procurement, provide solutions thereof, as well as present legal frameworks and experience of the implementation of green public procurement in other European countries. The Thesis has been formulated on the basis of published scientific literature, regulatory enactments, common law judgments, conference and survey materials, and statistical studies in Latvia and Europe.
