Promocijas darbs „Kriminālatbildību mīkstinošie un pastiprinošie apstākļi”, ir veltīts soda noteikšanas jautājumiem. Darba nozīmīgums izriet no Krimināllikuma 47. un 48. panta piemērošanas teorētisk iem un praktiskiem aspektiem. Darbs ietver pētījumu par atbildību mīkstinošo un pastiprinošo apstākļu jēgas un nozīmes skaidrojumiem, kas balstīts uz plašu starptautiski atzītu pētnieku viedokļu analīzi. Teorētiski atzinumi tiek papildināti ar tiesu prakses datiem, kas kopumā veido vienotu koncepci ju par pētāmā juridiskā institūta būtību un tā patieso nozīmi kriminālsodu politikas jomā. Šis darbs ietver arī metodiskus norādījumus, kas palīdz izprast atbildību mīkstinošo un pastiprinošo apstākļu pielietošanas nosacījumus, kā arī to p ilnveidošanas iespējas. Veiktais pētījums var būt interesants un noderīgs studentiem un praktiskiem darbiniekiem, kā arī ikvienam, kurš interesējas par atbildību mīkstinošiem un pastiprinošiem apstākļiem. The Promotion Thesis „Mitigating and Aggravating Circumstances of Criminal Liability” is devoted to the system of Latvian Criminal Punishments. The significance of the Doctoral Thesis results from the theoretical and practical aspects of applic ation of the Sections No.47 and No.48 of the Criminal Law. The Doctoral Thesis will include the research on meaning and significance explanations of liability mitigating and aggravating circumstances, being based upon the experience of opinions of internationally - recognized researchers. Theoretical conclusions will be supplemented with data of jurisprudence, which in general will develop a unified concept of quiddity of legal institute and its real meaning within the sphere of criminal penal sanctions pol icy. This Doctoral Thesis will also include methodological instructions, helping to understand the regulations for application of liability mitigating and aggravating circumstances, as well as possibilities for their improvement. The included research could be interesting and useful for students and practical workers, as well as for everyone who is interested in the issues concerning mitigating and aggregating circumstances.
