Neformālo līdzekļu pārvedumu sistēmu negatīvās ietekmes samazināšana Eiropā

Abstract

Paralēli oficiālajām pārvedumu metodēm, pasaulē pastāv neformālās līdzekļu pārvedumu sistēmas. Lai gan par šīm sistēmām ir atrodami ļoti dažādi viedokļi un pretrunīga informācija, šo sistēmu īpašības pievilina ne tikai godīgus lietotājus ar likumīgiem nodomiem. Palielinoties patvērumu meklētāju skaitam Eiropā, pastāv arvien lielāka varbūtība, ka neformālo līdzekļu pārvedumu sistēmu izmantošana tieši Eiropā kļūs aktīvāka un populārāka un to kopējā nozīme pieaugs. Pētījuma mērķis ir, pamatojoties uz neformālo naudas pārvedumu sistēmu attīstību veicinošo faktoru izpēti, izstrādāt ieteikumus neformālo pārvedumu sistēmu negatīvās ietekmes mazināšanai Eiropai. Darba rezultātā ir izstrādāti secinājumi un priekšlikumi dažādām gan Latvijas mēroga, gan Eiropas institūcijām par iespējām samazināt neformālo līdzekļu pārvedumu sistēmu negatīvo izmantošanu. Parallel with the official transfer methods, there is a world of informal funds transfer systems. Although about these systems there are very different opinions and conflicting information, these systems features attracts not only honest people with legitimate intentions. With increasing number of asylum seekers in Europe, there are growing probability that use of informal funds transfer systems in Europe will become more active and more popular, overall role of these systems will grow. Aim of the study is based on reaserch of informal money transfer system development promoting factors, work out recommendations for reducing negative effects of the informal transfer systemsin Europe. Work has resulted in detailed conclusions and proposals for different scale of the Latvian and European institutions on the possibilities to reduce the informal money transfer system of negative use.
