Piekrastes pašvaldību attīstības plānošanas process: sabiedrības iesaiste plānošanā un līdzdalības indikatori.

Abstract

Pētījuma mērķis ir noskaidrot nevalstisko organizāciju, iedzīvotāju un iniciatīvas grupu iesaisti pašvaldību attīstības plānošanā. Maģistra darbā tika apskatīta Latvijas piekrastes mazo pašvaldību sabiedrības iesaistes pasākumi attīstības plānošanas dokumenta izstrādē. Pētījums balstīts uz literatūras un dokumentu studijām, NVO pārstāvju, atbildīgo institūciju speciālistu intervijām un piekrastes pašvaldību darbinieku anketēšanā iegūto datu analīzi. Autore secina, ka sabiedrības līdzdalība bieži vien ir deklaratīva, kam pamatā ir nepieciešamība īstenot normatīvajos aktos reglamentētās sabiedrības līdzdalības prasības. Pašvaldību speciālistiem trūkst resursu un zināšanu kā īstenot koordinētu, mērķtiecīgu sabiedrības līdzdalību, īpaši akcentējot sabiedrības izglītošanu. Tāpēc lai sekmētu sabiedrības iesaisti plānošanā un iesaistes sekmju novērtēšanu tika izstrādāts maģistra darbs “Piekrastes pašvaldību attīstības plānošanas process: sabiedrības iesaiste plānošanā un līdzdalības indikatori”. The aim of the study is to clarify non-governmental organisations, citizens' initiatives and the involvement of local development groups in planning. In master's work it will be reviewed the Latvian coastal development of small local public involvement measures in the development of the planning document. The research is based on literature studies, non-governmental organisations and representatives of the responsible institutions of the expert interviews and government employees obtain feedback on data analysis. The author concludes that public participation is often a declarative, which is based on the implementation realization of regulatory enactments regulated by public participation requirements. Local government specialists has lack resources and expertise to implement a coordinated, targeted public participation, in particularly accenting public education. To promote public involvement in the planning process and evaluation of the success of intervention it was developed in the master's thesis " Coastal Community development planning process: public participation in planning and participation indicators".
