Jumtu ainavas pārvaldības uzlabošanas iespējas Vecrīgā

Abstract

Jautājumi, kas saistīti ar ainavu pārvaldību, plānošanu, politiku un aizsardzību pēdējās desmitgadēs ir kļuvuši arvien aktuālāki ne tikai Latvijā, bet arī daudzviet citur pasaulē, to apliecina arī Eiropas ainavu konvencijas pieņemšana. Izpratne par ainavām laika gaitā ir mainījusies, uzsverot to, ka ainavas ir it visur – ne tikai gleznainos lauku apvidos, bet arī pilsētvidē, tai skaitā arī, piemēram, uz ēku jumtiem. Ainavas nav statiskas, bet tās laika gaitā dažādu impulsu ietekmē mainās. Daļa no pārmaiņām ir nenovēršamas, savukārt citas, ir zināmā mērā kontrolējamas. Tāpat kā citām ainavām, arī jumtu ainavai piemīt dažādu veidu vērtības. Īpaši izteiktas šīs vērtības parasti ir vēsturiskajās vecpilsētās, kāda ir arī Vecrīga. Vecrīgas ēku jumti veido būtisku daļu no vēsturiskā pilsētas “auduma”, un Vecrīgas jumtu ainavai piemīt estētiskā, kultūrvēsturiskā, zinātniskā u.c. veida vērtības. Jumtu ainavas pārvaldībā iesaistītās institūcijas šīs vērtības cenšas kopt, saglabāt un aizsargāt pret nevēlamām pārmaiņām, savukārt, no otras puses pastāv spiediens, lai šos ierobežojumus mazinātu, un valda uzskats, ka Vecrīgas jumti ir vēl līdz galam neapgūts resurss. Tas kā dažādās, bieži konfliktējošās iesaistīto pušu intereses tiek sabalansētas, skaidri atspoguļojas Vecrīgas jumtu ainavā, un ir redzams ikvienam Vecrīgas iedzīvotājam vai viesim. Lai rastu balansu starp dažādajām iesaistīto pušu interesēm, nepieciešams meklēt veidus kā uzlabot Vecrīgas jumtu pārvaldību. Darba ietvaros apzinātas Vecrīgas jumtu ainavas galvenās vērtības, ainavā notikušās pārmaiņas aptuveni pēdējā gadsimta laikā, kā arī identificēti šie pārmaiņu cēloņi un veidi. Sniegta arī analizē un vērtējums par Vecrīgas jumtu ainavas pašreizējo stāvokli un iespējām to uzlabot.

Different issues related to landscape management, governance, planning, policies and protection have become increasingly apparent during the last few decades not only in Latvia, but also in many other parts of the world. It is also indicated by the adoption of the European Landscape Convention. The understanding of landscapes has changed over the time, emphasizing that landscapes are everywhere, not only in picturesque rural scenes but also in urban environments, including, e.g., city roofs. Landscapes are not static but they transform in response to different kinds of impulses. Some of the transformations are inevitable, but others to a certain extent can be controlled. Just as any other type of landscape, roofscape contains different types of values. These values are generally more explicit in historical old towns, such as Old Riga. Roofs of Old Riga are a significant component of the historic urban fabric and the roofscape expresses aesthetic, scientific, historical and other types of values. On one hand, the institutions involved in the governance of the roofscape are working to maintain and protect it from unwanted transformations, but on the other hand, there is a pressure to reduce the restrictions and the view that the roofs of Old Riga are a resource that is not fully utilized also exists among certain stakeholders. The way how the different interests of the stakeholders are balanced clearly reflects in the roofscape of Old Riga and is visible to every inhabitant and guest of Old Riga. In order to find a balance between the different interests of the stakeholders, there is a need to seek ways how the roofscape governance in Old Riga can be improved. The thesis identifies the main values of Old Riga’s roofscape, and how it has changed over (approximately) the last century. The causes and the different types of the changes that have taken place are also described. Besides, analysis and evaluation of the current state of Old Riga’s roofcsape is provided, followed by the recommendations on how it can be improved.
