Vācbaltiešu ietekme uz likumdošanas procesu Satversmes sapulces laikā

Abstract

Bakalaura darbs “Vācbaltiešu ietekme uz likumdošanas procesu Satversmes sapulces laikā” ir veltīts vācbaltiešu deputātu darbības analīzei Satversmes Sapulcē, izstrādājot Latvijas Republikas Satversmi un agrārās reformas likumu. Darba izstrāde tiek balstīta uz Satversmes Sapulces stenogrammās iekļauto informāciju. Vācbaltieši uzskatīja, ka Satversmē bija nepieciešams noteikt lielākas pilnvaras Valsts prezidentam, nevis parlamentārajai varai, norādot, ka šādi tiktu realizētas visas tautas intereses. Darbā tiek konstatēts, ka vācbaltiešu deputāti nespēja ietekmēt agrārā likumu izstrādāšanu, kā rezultātā vācbaltieši Latvijā cieta ievērojamus finansiālos zaudējumus, kā arī zaudēja priviliģētās grupas statusu. Tomēr neskatoties uz pārmaiņām, vācbaltiešu deputātiem izdevās pierādīt savu lojalitāti Latvijas valstij un tās likumiem.

Bachelor’s Thesis “Baltic German influence on the legislative process during the Constitutional Assembly” analyses the work of Baltic German deputies while developing the Constitution of the Republic of Latvia. This thesis also discusses the law of agrarian reform. The research is based on transcripts of Constitutional Assembly. The Baltic German deputies considered that in the Constitution of the Republic of Latvia more authority should be given to the President, not parliament, indicating that it would be in the best interests of the entire nation. Although the radical changes in the status and financial situation of Baltic German minority in Latvia after legislating the law of agrarian reforms, this thesis reveals that the Baltic German deputies, remained loyal to the state of Latvia and it’s system of law.
