Abstract

Darba tēma ir saistīta ar likumu pieņemšanu steidzamības kārtā un to nosakošajiem faktoriem. Pētījuma pamatā ir problēmjautājums, kā politiskie aktieri ietekmē likumprojektu pieņemšanu steidzamības kārtā, un vai steidzamības kārta ietekmē likuma kvalitāti. Līdz ar to var tikt ietekmēta valsts politika. Darba mērķi ir noskaidrot, kas nosaka likumprojektu pieņemšanu steidzamības kārtā, kas ir to iesniedzēji, un kuras komisijas atbildīgas. Darbā noteikti uzdevumi ir uzzināt faktorus, kas nosaka likumu pieņemšanu steidzamības kārtā, un kuri nozīmīgākie politiskie aktieri. Darbā tiek izmantota gadījuma analīze. Analīzes rezultātā tika noskaidrots, ka politiskie aktieri, kas ir komisijas, spēj ietekmēt likumdošanas procesu un steidzamības kārta ir pieļaujama, ja tā ir atbilstoša gadījumam.

Theme of the paper is adoption of laws under the urgency procedure and factors attributing to it. The main focus of the study is how political actors affect law making under the said procedure and procedure's affect on quality of laws. Therefore it can have an effect on policy in the country. Paper's goal is to ascertain what determines application of the procedure, who are the initiators and the responsible committees. The paper’s task is to discover factors for application of the procedure, and the most significant political actors involved. The method of case study is used in the paper. Conclusion of the analysis is that the significant political actors, which are the committees, are capable of affecting the legislative process and the urgency procedure is permissible if it fits the case.
