Valsts atbalsta instrumenti enerģētikā

Abstract

Šobrīd pasaulē izplatītākie resursi enerģijas ražošanai ir neatjaunojami un to daudzums ir ierobežots ar prognozēm par šo resursu pilnīgu izsīkšanu visai tuvā nākotnē, tomēr pieprasījums pēc enerģijas ar katru gadu pieaug. Domājot par ilgtspējīgu attīstību, kas ietver drošu energoresursu piegādi, augstus energoefektivitātes radītājus, konkurētspēju enerģētikas tirgū un vides aizsardzību, enerģijai no neatjaunojamiem resursiem, kā ogles, nafta un dabasgāze, par nozīmīgu alternatīvu kļuvusi enerģijas ražošana no atjaunojamiem energoresursiem, kas rada mazāku vides piesārņojumu un veicina importa ietekmes samazinājumu. Enerģijas no atjaunojamiem resursiem stimulēšanai nepieciešams veidot atbalsta shēmas, jo brīvajā tirgus ekonomikā, nelietojot valstiskus enerģētikas politikas atbalsta līdzekļus, tirgus darbosies pretējā virzienā. Bakalaura darba mērķis ir analizēt Eiropas Savienības dalībvalstu lietotos atbalsta instrumentus enerģētikā, lai noskaidrotu nepilnības Latvijā pielietotajos atbalsta instrumentos un izveidotu priekšlikumus lietderīgākai resursu izmantošanai, nodrošinātu konkurētspēju tirgū un veicinātu tautsaimniecības attīstību, izmantojot viedo enerģētiku. Darbā tiek apskatīta valsts atbalsta būtība enerģētikā un valdības atbalsta instrumenti atjaunojamo energoresursu izmantošanas veicināšanai enerģijas ražošanā. Darba ietvaros veikta informācijas analīze par ES dalībvalstīs pielietojamiem atbalsta instrumentiem un sasniegtajiem rezultātiem enerģētikas jautājumos ES veidotā projekta Eiropa 2020 ietvaros, kā arī veikti aprēķini par Latvijas atbalsta instrumentu izmaksām. Bakalaura darbs sastāv no 63 lapām, 6 tabulām un 14 attēliem, ka arī 3 pielikumiem.

The most common resources for energy production now in the world are non-renewable and the amount is limited, with the forecasts for the complete depletion of resources in a near future, but demand for energy is rising every year. Thinking about sustainable development, that includes safe energy supply, high energy efficency indicarors, competitiveness in the energy market and protection of the environment, to energy from non-renewable resources as coal, crude oil and natural gas energy production from renewable resources has become an important alternative, that makes less pollution and contribute to the reduction of the effects of the energy import. To stimulate the energy of renewable resources support schemes are essential, because in the economy of free market without using state support the market will work in the opposite direction . The main objective of bachelor thesis is to analize support schemes and instruments in enregy sector used by European Union member states, to find out the gaps in support instruments used in Latvia and develop proposals for more efficient use of resources, ensure competitiveness in the market and promote economic development by using alterative energy. The work consists of the essence of state aid and goverment support mechanisms for renewables in power generation. There has been made analysis of information on support instruments used by the member states of EU and of reached resultsin energy sector in framework of Europe 2020 directive made bu EU, and also there have been made calculations about costs of support schemes used in Latvia. Thesis consists of 63 pages, 6 tables and 14 pictures and 3 annexes.
