Tematisko plānojumu nozīme un to integrācija pilsētas teritorijas attīstības plānošanā: Rīgas piemērs

2013.gadā Rīgas domes Pilsētas attīstības departaments uzsāka 11 tematisko plānojumu izstrādi, jaunā Rīgas teritorijas plānojuma ietvaros. Tematiskie plānojumi ir salīdzinoši jauns plānošanas dokumentu veids, kura izstrādāšanas procedūra, dokumentu saturs nav konkrēti nodefinēti, līdz ar to pētījuma mērķis ir izstrādāt konceptuālus risinājumus tematisko plānojumu kvalitātes paaugstināšanai, novēršot savstarpējās pretrunas starp atsevišķiem plānojuma veidiem un atvieglotu tematisko plānojumu izmantošanu turpmākā plānošanas procesā un pilsētas pārvaldībā. Maģistra darba teorētiskā pamatojuma daļā autore ir apskatījusi dabas, ainavu un kultūrvēsturiski nozīmīgo objektu un teritoriju lomu un plānošanas principus pilsētā, kā arī ārvalstu piemērus plānošanā, Eiropā – Dāniju, Kopenhāgenu un Zviedriju, Stokholmu, bet Eirāzijā – Turciju. Kā pētījuma metodes tika izmantotas – kritiskās analīzes metode, studentu darbu analīze un intervijas ar dažādiem speciālistiem, kas saistīti ar plānošanu, gan publiskajā, gan privātajā sektorā. Apkopojot un analizējot iegūto informāciju, pētījuma rezultātus, tika izstrādāti priekšlikumi tematisko plānojumu nozīmei un to integrācijai pilsētas teritorijas attīstības plānošanai. In the 2013 year Riga City Council City Development Department launched 11 thematic plan development in the framework of new Riga Spatial Plan. Thematic plans are comparatively new planning documents which procedure for developing are not specifically defined. The aim of the research is to develop conceptual solutions for the thematic plans to raise their quality, avoiding contradictions between various plan types and facilitate thematic plans use for further planning process and city management. In the Master’s Thesis theoretical part the author researched about landscape, natural and green territories and culturally important objects planning principles in the city, as well as foreign examples of planning in Europe – Denmark, Copenhagen and Stockholm, Sweden, but in Eurasia – Turkey. As research methods were - critical method of analysis, student work analysis and interviews with various professionals related to planning, in both the public and private sectors. Collecting and analyzing the obtained information, the results of the study, proposals for thematic plans and the importance of their integration into the urban area development planning.
