Vissavienības akciju sabiedrības "Intūrists" Rīgas nodaļas darbība no 1950. līdz 1990.gadiem: sadarbības aspekti ar Valsts drošības komiteju

Abstract

Vissavienības akciju sabiedrība «Intūrists» laika gaitā izveidojās par institūciju, kuras pamatuzdevums bija kalpot par līdzekli izlūkošanai un pretizlūkošanai. «Intūrista» Rīgas nodaļa ir vissavienības resora struktūrvienība, kas darbojās Latvijas Padomju Sociālistiskās Republikas (LPSR) ietvaros. Oficiāli tā rīkojās «Intūrista» uzdevumā. Tādējādi formāli tā bija padota gan Padomju Sociālistisko Republiku Savienības (PSRS) pārvaldes institūcijām ar «Intūrista» valdes starpniecību, gan arī LPSR pārvaldes institūcijām, tomēr faktiski tā kalpoja kā piesegstruktūra Valsts drošības komitejai (VDK), sniedzot galvenokārt operatīvo piesegu. «Intūrista» uzdevumu klāstā ietilpa ārzemju tūristu un viesu novērošana, informācijas par viņu viedokļiem vākšana, ziņošana par neatbilstībām ceļojuma vai vizītes laikā, izteikumu par PSRS un tās īstenoto politiku fiksēšana, kratīšanas veikšana un savlaicīga draudu atklāšana. «Intūristam» piederēja viesnīcas, domātas ārzemniekiem. Tas sadarbojās ar daudzām institūcijām un organizācijām, kas domātas “sakaru” vai “draudzības” ar ārzemniekiem nodibināšanai vai lai sniegtu pakalpojumus, izklaidētu vai arī demonstrētu “realitātes šovu” par “sociālisma celtniecības” rezultātiem. Tādējādi «Intūrists» varēja sniegt un arī sniedza plašu līdzekļu klāstu, lai VDK varētu īstenot savus uzdevumus. Maģistra darba mērķis ir pierādīt hipotēzi, ka «Intūrists» un konkrēti tā Rīgas struktūrvienība bija VDK piesegstruktūra, galvenokārt izmantojot Latvijas Nacionālā arhīva (Latvijas Valsts arhīva un Personāla dokumentu valsts arhīva) dokumentus. Pētījums koncentrējas ne vien uz Rīgas nodaļu, bet arī nstitūciju un organizāciju tīklu, kas sadarbojās ar «Intūristu», veicot kopīgus, VDK noteiktus uzdevumus. Izvērtējot līdzīgas darbības, VDK štata darbinieku iesaisti, atklājot personas, kas veic līdzīgus uzdevumus formāli atšķirīgu institūciju un organizāciju uzdevumā, pētījums atklāj, kā Rīgas nodaļa funkcionēja kā VDK struktūrvienība.

The All-Union join-stock company ‘Intourist’ (‘Intourist’) was one of the institutions whose main tasks developed over the time was to serve as a tool for intelligence and counterintelligence. The Riga division of the ‘Intourist’ was the branch of the All-Union enterprise operating in the Latvian Soviet Socialist Republic (LSSR). It officially carried out the duties and obligations of the ‘Intourist’. Thus, formally subordinated to both – the governmental institutions of the Union of Soviet Socialist Republics (USSR) through the board of the ‘Intourist’ and the governmental institutions of the LSSR, but, in fact, it served as the covert organization of the Committee for State Security (KGB), providing mainly operational cover. Among the particular tasks of the ‘Intourist’ were the surveillance of foreign tourists and visitors, gathering information on their views, providing notification on irregularities during travel or visit, fixing expressions on the USSR or its politics, performing search, and timely recognizing the threat. The ‘Intourist’ owned hotels designed for foreigners. It cooperated with multiple institutions and organizations intended to establish either ‘relations’ or ‘friendship’ with foreigners or to provide services, entertainment or ‘reality shows’, demonstrating results of ‘building socialism’. Therefore, the ‘Intourist’ could provide and did provided a broad range of ways for performing duties of the KGB. The master thesis aims to prove that the ‘Intourist’ and, in particular, its Riga division was the covert organization of the KGB, mainly relying on the documents of the National Archives of Latvia (the State Archives of Latvia and the State Archives of Personnel Documents). The research focuses not only on the Riga division, but also on the net of institutions and organizations interacting with the ‘Intourist’ preforming common tasks set by the KGB. Evaluating similar activities, involvement of the KGB staff, detecting persons performing similar tasks for formally different institutions and organizations, the research demonstrates how the Riga division acted as the covert organization of the KGB.
