Eiropas kaimiņattiecību politika ir ievērojami palielinājusi ES sadarbību ar tās kaimiņvalstīm. Pārrobežu sadarbība, kas ir viens no šīs politikas galvenajiem elementiem, tiek uzskatīts par pozitīvas sadarbības modeli starp ES un Krieviju. Autore uzskata, ka pārrobežu sadarbība var tikt aplūkota kā eiropeizācijas instruments, kas caur sociālo mācīšanos un tiešu iesaistīto pušu saskarsmi var ietekmē to, kā ES vērtības un prakses tiek nodotas ES kaimiņvalstu. Autore analizē saistītos ES oficiālos dokumentus, lai noteikti vērtības un prakses, ko šie dokumenti atspoguļo, un tādējādi tiek promotēti kaimiņvalstīm. Caur Igaunijas-Latvijas-Krievijas programmas prizmu, tiek analīzēta pārrobežu sadarbības projektu ietekme un ieguldījums eiropeizācijas procesa veicināšanā Krievijas reģionos. The European Neighbourhood Policy has significantly boosted EU’s cooperation with its neighbouring countries. Cross-border cooperation, being a key element of the policy, is considered to be a model of positive cooperation between the EU and Russia. The author views cross-border cooperation as an instrument of Europeanisation that through social learning and direct interaction between stakeholders, can influence how EU values and practices are transferred to non-EU Member States. Later, the author analysis the relevant EU official policy documents to identify what values and practices the regulations reflect and consequently are being promoted to its neighbours. Through the case of Estonia-Latvia-Russia CBC Programme, the impact and contribution of the cross-border cooperation projects is evaluated towards fostering the process of Europeanisation in Russian regions.
